With the rapid development of China's economy,the initial establishment of the socialist market economy system,the gradual enhancement of the awareness of civil rights,and the increasing degree of political democratization,in order to adapt to the changes of the times,the government must explore a new public service model,and the government service center was born in this context.However,with the reform of the administrative system,in the field of government services,many problems still exist,such as the imperfection of the government service system,the lack of coordination of administrative licensing services,and the lack of socialization of government services.The standardization of government service is to introduce standardized scientific management methods into the administrative service departments.Through the establishment and implementation of the government service standard system,the equalization of government service will be continuously improved,and the coordination and quality of government service will be improved.The implementation of government service standardization is of great significance to improve the problems encountered in the current government service.In the past few years,in the reform of the administrative examination and approval system in Leshan City,the overall goal of building a service-oriented government,improving administrative efficiency and innovating management methods has been continuously deepened,and remarkable results have been achieved.However,there are still some problems,such as the lack of reform measures and awareness of the center,the limited complaint channels,the disunity of department approval process,the weak coordination and linkage between departments,the abuse of personnel discretion,differential approval,and the low awareness of service.In May 2015,Leshan City was approved as the "national government service standardization pilot".With the government service center as the core,the pilot construction was promoted according to the working mode of "standardization +government service",the government service mechanism was explored,the government service standard system was established,the government service standard was innovated,the government service brand was created,and the government service equalization and operation mechanism process were realized Order,evaluation and supervision institutionalization.Through the top-down standardization work,from thewindow to the organ,the system and refinement forces the transformation of government functions.Based on the new public service theory,total quality management theory and governance theory,this paper selects the methods of literature research,investigation,case analysis,longitudinal analysis,theoretical empirical analysis,etc.through field research,this paper conducts a case study on the implementation of standardization in Leshan government affairs service center from 2015 to now,and studies its origin,development,improvement,etc.from the perspective of duty We can change,manage scientifically,supervise and evaluate the situation and difference before and after the implementation of standardization to analyze the effect of standardization on the government service center,and put forward suggestions for improvement.We hope to summarize a set of practical implementation path to provide reference for the local government service center,so as to better optimize the government service.
