Since the 20 th century, all the countries have successively entered into an aging society. The word "pension" has become a hot word, and has attracted the attention of the global society. In order to actively respond to the problem of global aging, both developed countries and developing countries make active exploration on pension services.Since 1999 China has entered into the aging society, which becomes more and more serious. The inevitable "silver wave" challenges our existing level of pension services. The aging population is not a traditionally cultural pension service problem, yet a problem that is related to the harmony of our society, the people’s livelihood, and the sustainable development of our future generations. With the rapid development of economy, the demand of the pension has been changing, and its mode has been diversified. And thus the urgent demand for the pension service and its management is needed. To ensure the healthy, standardized, rapid and continuous development of the pension service industry, and effectively protect the fundamental interests of the elderly, the implementation of the pension service industry standardization has become an important task. Although China has gradually introduced a variety of standards to standardize pension service market in recent years, the existing pension service standard is yet not perfect. In relation to the standardization of its formulation, measurements and implementing effects, all these are not satisfactory, and far below the overall goal of China’s pension service standardization construction. China has successively set up 10 national pension service standard pilots consecutively in Beijing, Jiangsu, Anhui, Sichuan and other provinces and cities from 2009, but the methods and effects are quite different. What problems need to be solved in its implementation, whether it can be promoted nationwide and which model can be promoted remains to be further studied.According to the status quo of China’s pension service standards system construction, this paper tries to study the pilot of Chenghua District of Chengdu City, which is the first approved pilot for pension service meeting national standard in Southwestern part of China, by using the theories of hierarchy, new public service and welfare pluralism to conduct the research. This paper mainly focuses on the analysis of Chenghua District Construction of pension service from the perspectives of the national standard level of the pilot process, contents of the standard system, management mechanism, safeguard measures, implementation effects and so on. It aims to summarize its successful experiences, and thus can provide a reference for other regions in China to implement the standardization construction for the aging.
