Research Into The Construction Of Service-Oriented Government Of Leshan High-Tech Zone

Leshan high-tech Zone became National high-tech Zone in 2012. Its development goal is to build a service-oriented government.Based on the basic level government of Leshan high-tech Zone, this paper discusses the relevant theory of service-oriented government and inquires into the construction of service-oriented government of Leshan high-tech Zone by use of research literature and comparative analysis, in order to analyze the present situation and problems of the construction of service-oriented government of Leshan high-tech Zone, and reflect the reasons behind the problems, and put forward some constructive suggestions to the construction and development of service-oriented government of Leshan high-tech Zone, hoping to promote the construction of service-oriented government of Leshan high-tech Zone.This paper is divided into five parts. The first part elaborates research background, research significance, domestic and foreign research present situation, and the primary coverage of this paper. The second part defines the meaning of service-oriented government in Leshan high-tech Zone, and reviews the relevant theory of service-oriented government. The third part describes the historical process of the government transformation, current situation, and the future trends of Leshan high-tech Zone. The forth part puts forward the main problems facing by Leshan high-tech Zone. And the fifth part puts forward corresponding suggestions aimed at the problems of Leshan high-tech Zone.The study found that the main problems facing by Leshan high-tech Zone include: service technology needs to be improved, the integrity of public officials need to be improved, the imperfect administrative system, the unsound Public finance management system. The corresponding suggestions aimed at the problems of Leshan high-tech Zone include:improving the system of rules regarding the construction of service-oriented government, completing the system of the public finance management, constructing a scientific evaluation system, and simplifying government work procedures.The research results of this paper have a certain theoretical guidance to the construction of the service-oriented government in Leshan high-tech Zone, and have important practical significance to promote the development of high-tech Zone.
