The idea of sharing has always been the core of our party's formulation of various policies.At present,China's rapid development of market economy,Internet technology continues to mature,the sharing economy came into being,"Internet + sharing" economic model to promote China's economy into a new era of development.As a representative of the sharing economy,shared bicycles have also improved the “last kilometer” pain point of public travel.At the same time,they have also improved the living habits of citizens,changed the way of transportation,and promoted the national fitness campaign.Low-carbon travel is not only healthy and environmentally friendly The sustainable development of the environment is a great economic value that saves resources.While the rapid development of shared bicycles has also exposed various chaos such as chaos,malicious destruction,and deposit infringement,government supervision is facing various difficulties.In May 2017,the “Guidance on Encouraging and Regulating the Development of Internet Leasing Bicycles(Draft for Soliciting Opinions)” issued by the Ministry of Transport was a normative document for the development of the shared bicycle industry,and the need for more authoritative and comprehensive Laws and regulations are regulated and supervised.This study insists on a problem-oriented approach and uses literature,comparative analysis,case studies,field surveys,and logical analysis methods to identify the background,development status,exposure problems,and causes of shared bicycles.A series of contents are analyzed.At the same time,by analyzing the nature of some quasi-public goods possessed by shared bicycles,the theoretical basis for government administrative supervision is derived.Combined with the experience of foreign shared economy development,the common development of shared bicycles is studied in addition to social public participation.In addition,the government may adopt administrative and supervisory measures such as improving the construction of administrative systems,regulating administrative penalties,strengthening technical supervision,strengthening financial supervision,and moral construction from the macro and micro perspectives.At the same time,the government will adopt various types of shared economic forms in the future.Prepare macroscopically to provide a reference for the healthy,civilized,harmonious and long-term development of China's urban shared economy.
