A Research On Local Government Network Public Opinion Governance In The Era Of "We Media"

Since the Media Age,the network public opinion has more and more great influence on society,directly related to public opinion trend and social stability.Since the 18 th National Congress of the CPC,the Party and the government have attached more importance to people's voice and public opinion.They have made it clear that they will listen to the people's inner voice,work hard to unblock the channels of expression of public opinion,actively strengthen the governance of online public opinion,and earnestly enhance the people's sense of well-being and participation.This requires governments at all levels to strengthen the management of public opinion on the Internet,to create a clear cyberspace and a harmonious social environment for the people.However,due to the lack of some local governments experience in the management of public opinion on the Internet,in practice,the effectiveness of governance is often poor.Therefore,it is necessary to study the local government network public opinion governance from the perspective of the media.To solve the problem of network public opinion effectively not only contributes to the good communication between the government and the people,but also helps to build the good public trust of the government.This paper follows the train of thought of "raising problems","analyzing problems" and "solving problems",mainly using the methods of literature research,case analysis and so on,on the basis of reading and combing a lot of literature,combined with public governance theory,public crisis management theory,stakeholders and other theories,this paper studies the related issues of local government network public opinion governance.The study found that: the Local Government Network Public Opinion Governance crisis exists objectively,the existing problems include the government's inadequate use of self-media,the government's inadequate supervision and management of self-media,the government's media literacy of journalists,the government agenda setting lag,the government's lack of supervision of opinion leaders;The reasons lie in the weakening of the gatekeeper,the pluralism of the subject,the wide range of the object,the diversity of the carrier,the lack of professional competence of the news staff,the incompleteness of the relevant laws and regulations,and the lack of understanding of the self-media;It needs to be optimized from four aspects: innovating governance concept,perfecting emergency mechanism,strengthening governance technology and perfecting governance guarantee system.
