Research On The Optimization Of Na Zhang Township Government Functions Under Financial Pressure

The township government is the most basic organization in our country,which takes on the important responsibility of the rural economic development.Its function is closely related to the rural democratic management,economic development and social stability.It is the cornerstone of the state power,is the ultimate implementation of policies,but also the broad masses of the People's well-being of the defenders.However,with the downward pressure on the economy increasing,the finance of villages and towns is also facing enormous economic pressure.More and more work related to the people's livelihood is going to the grass-roots level,and the financial power is getting weaker and weaker.How to alleviate the shortage of township financial funds is of great significance to the reform of township government and the development of rural economy and society.This paper takes Nazhang town,Malong,Qujing,Yunnan Province as an example.First of all,by combing the core concepts of township financial system and township government functions,and combining with the new public service theory,the theory and governance theory,study on the optimization of township government functions.Secondly,using the methods of research literature,analysis and comparison,and summary and induction,This paper analyzes the financial situation of the government of Nazhang town under the financial pressure,and the function operation of the government of Nazhang town under the financial pressure.Thirdly,find out the problems and reasons of the function of Nazhang town government under the financial pressure.Finally,from deepening the administrative system reform,financial system reform,press ahead with the reform of the township personnel management system,strengthen economic guidance functions and other aspects of the town to optimize the function of Nazhang countermeasures.Through the research on the countermeasures of the government function optimization of Nazhang town under the financial pressure,this paper tries to explore how Nazhang town,on the basis of the lack of financial resources,can increase thefinancial revenue and optimize the financial expenditure,further optimize the functions of township government,with a view to the function of Nazhang township government reform to make a modest contribution.At the same time,it can promote the research and practice of the function optimization countermeasures of the township government under the financial pressure.
