Issues In The Process Of Regional Cooperation Between China,Japan And South Korea And Its Countermeasures

Regional cooperation among China,Japan and South Korea started at the end of the 20 thcentury and has been developing for nearly 20 years.In the p ast two decades,the fruitful results of regional cooperation among China,Japa n and South Korea are evident to all.China and Japan's economy maintain the second and third place in the world economy.The sum of the economies of China,Japan and South Korea is now close to one quarter of the world econo my,and approximately equal to the economic volume of the United States.In addition to the remarkable achievements in the economic field,regional cooper ation of China,Japan and South Korea has made fruitful achievements in other fields,such as social and cultural fields,sustainable development areas and no n-traditional security areas,with 21 ministerial meetings,more than 70 intergov ernmental meetings,more than 100 cooperation projects as the secondary regio nal cooperation system,and numerous unofficial activities,which greatly have s trengthened the communication,exchanges and cooperation among China,Japan and South Korea.However,the problems,meanwhile,in the regional cooperation among Chi na,Japan and South Korea are prominent as well.With the continuous deepeni ng of regionalization and globalization,regionalism has been paid more and m ore attention.Regional y.China,Japan and South Korea are the world's econo mic international organizations play more and more significant roles in the wor ld economic conditions and international order and pattern,and their position a nd influence in the international arena are growing with each passing dapowers on East Asia,Asia and the world stage.Regional cooperation among them no t only has effects on each country,but also has a profound and lasting influence on the regional situation and future.Therefore,from the perspective of regi onalism,there are three major reasons for the slow progress of the constructio n of regional cooperation mechanism among China,Japan and South Korea: th e global level--the interference of major powers outside the region,the regio nal level--the dispute over ownership,and the unit level--the dual structure of close economic ties and the separation of political security.Basically speak ing,whether it is the direct or indirect intervention of the United States to the regional cooperation among China,Japan and South Korea for the purpose of maintaining its strategic interests in East Asia or even Asia,or there are other factors,such as,the close economic ties and politics caused by the “who is t he leader” regional cooperation among China,Japan and South Korea,disputes over he territorial sovereignty among China,Japan and South Korea,and the problem of “dual structure” with close economic ties and separation of political security caused by Japan's historical cognition.They are quite extraordinary in its contradictions,disputes and the difficulty of solutions.However,in the era of regionalization and globalization,it is imperative f or China,Japan and South Korea to develop and deepen regional cooperation and build an effective and perfect mechanism of regional cooperation;for thus only can we properly understand the role of China,Japan and South Korea i n the economic structure and the change of power order and transformation in East Asia and even Asia,so as to move and go with the flow,pursue advant ages and bypass disadvantages,and achieve the best goal of win-win cooperati on.Specifically speaking,the future of the construction of regional cooperation mechanism among China,Japan and South Korea can be addressed from thre e aspects: to strengthen and accelerate the construction of regional cooperation mechanism,to rule out other relevant factors such as interference from foreign powers with a institutionalized and standardized cooperation framework;to en hance the awareness of “East Asian community”,to build a “community of sh ared future”,and to realize the “joint leadership” and collective decision-makin g for future regional cooperation,and rely on the fruitful achievements in theeconomic field,continue to deepen cooperation at a greater width and depth,a nd further promote cooperation and development in other fields,so as to ease,weaken and coordinate the political mistrust among China,Japan and South K orea to solve the problem of “dual structure” with close economic ties and sep aration of political security.Even though the future path of the construction of regional cooperation m echanism among China,Japan and South Korea is full of countless variables a nd obstacles,as long as China,Japan and South Korea can take a correct attit ude,sincerely strengthen communication and understanding,constantly coordinat e and cooperate,and make unremitting efforts with the concept and mentality of “work together to expand common ground while accepting differences,and seek win-win progress”,and it will certainly be realized.
