At the turn of the century,with the widespread reports of the "five Mafia-like Gangs in the southeast,northwest and central China",the phenomenon of the existence of the rural Mafia-like gangs came into the public view,and its harmfulness,influence and destructiveness attracted the great attention to the Party Central Committee.Therefore,in 2006,the Party Central Committee attached great importance to and vigorously carried out special rectification activities on "action combat gangs and evils".On this basis,in January 2018,the Party Central Committee and the State Council jointly issued the notice on carrying out the special fight against Mafia-like gangs,thus upgrading the former "action combat gang and evil" to "action against gang and evil".According to the report of the 19 th National Congress of the Communist Party of China,the strategy of Rural Revitalization is put forward.The " Agriculture,rural areas and farmers " issue is a fundamental issue related to the national economy and the people's livelihood.However,in some rural areas of China,there are such phenomena as the Mafia-like gangs,the clan forces controlling the grass-roots political power,attracting and corrupting the grass-roots cadres,occupying the collective resources,etc.,which seriously affect the poverty alleviation work.The implementation of the Rural Revitalization Strategy hinders the completion of the project in 2020 The process of a well-off society.Therefore,it is imperative to eradicate the Mafia-like gangs and their breeding soil.Based on this background,this paper studies the generation logic of the Mafia-like gangs in China's rural areas.In order to wipe out the Mafia-like gangs in rural areas and attack the "umbrella" behind them,it is of great theoretical and practical significance to research the generation logic of the Mafia-like gangs in rural areas.Therefore,based on Parsons' theory of structural functionalism and Lewin's theory of group dynamics,this paper adopts the method of single and multiple case comparative analysis to carry out case study.By combing,summarizing and concluding a large number of documents,this paper puts forward the research hypothesis about the generation logic of the Mafia-like gangs in China rural areas,and regards the social organic body as a system,including the economic system,political system,social system and cultural system,which together form an interrelated network.Each subsystem plays its own functions,in order to adapt to the function,achieve and integrate the goal.The functions are as follows,Adaptive function,Goal achievement function,Integration function,Maintenance function.The research hypotheses in the economic system include: the drive of economic interests,the corruption of grass-roots officials,and the hollowing out of the countryside;The research hypotheses in the political system include: the weakening of the state's control over the countryside,the weakening of the rural grass-roots political power,the alienation of the public power-"raising and tolerating the Mafia-like gangs " and the " politician transform into Mafia-like gangs or Mafia-like gangs transform into politician ";The research hypotheses in the social system include: the interest game among the multiple subjects in the countryside,weakening of social control ability;The research hypotheses in the cultural system include: the influence of clan culture and underworld gang culture,the erosion of violence culture and money worship culture.Therefore,the author tries to construct Parsons' structural functionalism and "AGIL" model to analyze research cases and verify research hypotheses.After verification,the above research hypotheses are all valid.Finally,according to the research conclusions,the paper puts forward enlightenment of government governance,and points out the shortcomings and prospects of this paper.
