Study On The Governance Of The Void In Rural Areas On The Border Of Yunnan

With the development of urbanization,people from villages on the border move away from their homes to study or work in hope of fulfilling the individual and family demands and in the pursuit of better life.It is also the consequence of the gap of investment and development and the difference in the convenience of life,the sense of gain and the public service security between cities and villages,the frontier and the inland,the center and the edge.History,geography and natural conditions can also have some impacts.At the same time,under the influence of China's rapid economic development,geopolitics and survival needs,foreign residents of neighboring countries keep flowing into our border areas and the number is on the rise.Under the influence of push and pull force and siphon effect,the "void" phenomenon appears in the border countryside of Yunnan,which is different from the "hollowization" phenomenon in the inland countryside.It is in the state of the "seemingly real,but actually empty" in the aspects of population and industrial development.The emergence of the phenomenon is historical,long-term,but more hidden.From the perspective of the coordination of individual,regional and national goals,it is aimed to build a pragmatic multi-sustainable production,life and culture in rural areas on the border of Yunnan,to promote mutual development and co-existence with cities and neighboring countries,and to jointly constitute a harmonious space for human activities.Endogenous property of border residents is the basis.Regional development security is the essence.Development and opening up is the goal.The main body of this paper is divided into four parts.The first part reviews and sorts out the existing domestic and foreign research results on the decay,"hollowization" and "void" of rural areas.It defines the research scope of rural areas on the border of Yunnan,the research objects of border residents,and the research problem of the "void".It also puts forward the application of the push-pull theory and the new public service theory to analyze the present situation,performance characteristics,development trend and causes of the "void" in rural areas on the border of Yunnan,and puts forward the corresponding governance path based on the governance theory.The second part introduces and analyzes the status of population "void",industry "void",culture "void" and public service "void" in rural areas on the border of Yunnan.It is based on the natural geographical environment,population and nationality,and economic development of rural areas on the border of Yunnan and combines official data and research materials.Therefore,it is concluded that the "void" has the characteristics of complexity,variability and diffusivity,as well as the development tendency from weak to strong,from invisible to obvious,and from short to long.It conducts in-depth analysis of the causes of the formation of the "void" from aspects of the institutional factors,economic factors,and geopolitical factors.The third part discusses the negative effects of the "void" from three aspects: national security,regional development and social stability.As a result,national security presents many hidden dangers,such as that traditional security problems are still severe,non-traditional security problems are increasingly prominent,regional development is faced with many difficulties,such as very weak foundation,"hardware" needs to be strengthened,and "software" needs to be supplemented.Social stability has exposed the difficulties in the healthy growth of left-behind children,the difficulties of left-behind women in maintaining their families,the difficulties of empty-nesters in being cared,the difficulties of returning home border residents in adapting to the local life,the difficulties in cross-border marriage and family development,and the difficulties in the management of migrant workers.The fourth part designs the goal of governing the "void" from three aspects: ensuring the territorial sovereignty security of the national border areas,maintaining social harmony and stability in Yunnan border areas,and promoting the healthy and sustainable development of Yunnan border areas.It puts forward the corresponding requirements to the government,social organizations,the main body of border residents.Finally,the author puts forward the governance path from preventing the crisis of the "void" to weakening the influence of the "void" and then eliminating the phenomenon of the "void".
