Research On Government Policy Innovation In Yunnan Border Area

Innovation is the driving force of development.Since the 21 st century,in order to better deal with the contradictions and problems in China’s economic and social development,local governments at all levels in China have been in the process of innovation of government system and governance mechanism.In various reforms,policy innovation has become a breakthrough for local governments to actively seek change with lower government reform risk,higher government performance returns and more convenient government innovation tools.In order to realize the strategic deployment of Rural Revitalization in China,the Lincang municipal government of Yunnan border region has innovatively introduced the policy of "10000 cadres planning hometown action",aiming at realizing scientific planning,effective planning,and joint construction and sharing by the whole people as soon as possible in the early stage of Rural Revitalization.This study takes Lincang City "ten thousand cadres planning hometown action" as the research object,actively explores the policy innovation environment and policy innovation effect of local government in border areas,analyzes and summarizes the thinking of promoting the improvement of local government governance ability and policy innovation ability under the background of Rural Revitalization Strategy.This paper consists of five chapters.The introduction briefly explains the research methods and contents of this paper,defines the related concepts of Yunnan border area and policy innovation,and explains the theoretical basis of the research.The first part systematically sorts out the research contents of government policy innovation in China and abroad,It is found that there are few researches on the policy innovation system under the perspective of Rural Revitalization in academic circles,and there is almost no research on policy innovation in Yunnan border areas,which provides a large research space for this study.The second part analyzes the general situation of local government policy innovation in China since the 21 st century,and summarizes the main forms and two development stages of China’s government policy innovation.The third part takes Lincang City "ten thousand cadres planning hometown action" as a case study,analyzes the background environment,main content,innovation characteristics,innovation significance and influence,innovation experience.In the fourth chapter,combined with policy innovation theory,integrated governance theory and citizen participation theory,this paper systematically analyzes the innovation significance and influence,innovation experience and shortcomings in the practice of Lincang City.At the same time,this paper discusses the influencing factors of the local government’s policy innovation ability in Yunnan border areas,including the macro strategic mitigation of the policy innovation environment,the external policy environment,the internal public opinion environment,the influence of the innovation policy leaders,and the policy innovation incentive system.The fifth part puts forward that the policy innovation ability of local governments should be focused on individual citizens,be innovative,and optimize administration The policy innovation principle of local government puts forward the path to enhance the ability of government policy innovation in Yunnan border areas,including strengthening the regional development foundation,transforming government functions,implementing the long-term policy innovation system,and improving the incentive system.
