The Supply Of Basic Public Services Study In Deep Poverty-stricken Areas

With the establishment and further development of China's basic public service standard system,the basic needs of the government's basic public service supply of the survival and development of all citizens are effectively implemented.According to the "Guidance on Establishing and Perfecting the Standard System of Basic Public Services" issued by the China National Office,the project on the list of national basic public services was fully implemented,and the concept of service was integrated into government governance by the end of the 14 th Five-Year Plan,and standardized means were popularized and applied.However,due to the backward economic development,social and livelihood development is short board,living environment needs to be improved,the deep poverty-stricken areas in Linxia county of Gansu province are the key areas of national,no worry about food and clothing and have access to compulsory education,basic medical services,and safe housing,to tackle poverty.Problems such as unbalanced development of basic public service supply,uneven quality of service and in adaptability of service level to social development in the region,etc.It can be seen that it is urgent to establish a standardized basic service supply system in the deep poverty-stricken areas.Because the population structure of production and life in rural poor areas has the characteristics of small quantity,wide distribution and low density,it involves extensive public resource allocation and structural adjustment,utilization efficiency and social benefit.To stimulate the endogenous motive force of the aggregation of public resources and population resources,to achieve the construction of the standardization of basic public services,and to promote the equalization,inclusion and convenience of services by standardization.Based on the National Basic Public Service Standards System,this paper combines field interviews and questionnaires.After statistical analysis,in response to the current problems of compulsory education,basic medical services and House Security in Linxia County,By the New Public Service Related Theory to analysis of Causes of Problems,speeding up the reform of the household registration system in the deep poverty-stricken areas and guiding the public opinion to publicize and participate in thepromotion of the basic public service supply in the deep poverty-stricken areas,the concrete suggestions of the basic public service supply in Linxia County are put forward.It is helpful to improve the standardization concept and modernization level of basic public service supply in deep poverty areas.
