Research On The Service Government Building Of Towns And Townships In The Poverty-Stricken Areas

Today,to reform the government management model and to enhance the efficiency of government public services have become the new trend of government reform all over the world. Since China have became one member of WTO, especially after SARS the government have come to realize the importance of social public management as well as the government's function deficiency in these aspects. In the other hand, with the average per-capita GDP having attaining at﹩1000 , the society has been coming into transformation period, which has resulted the increase of demand in public service from the society and citizens. Therefore, in order to serve better for the local economy and make up the deficiency of social public management, the local government of Henan, Chongqing and Shanghai as well as the central government have proposed to build the government of service. The service government building now is the reform guidance of governments at all levels , including the basic level governments of towns and townships.This paper researches the building of service government in the poverty-stricken areas. Based on the analysis of the basic theories of service government building, the aim of our country's government reform and the actual conditions of the poverty-stricken areas, this paper discusses the possibility, necessity, significance, location and traits of the service government building in the poverty-stricken areas. At the same time, this paper analyses the special difficulties in the service government building in the poverty-stricken areas as well as the reasons which cause those difficulties. And then this paper puts forward such an opinion that to build service government in the poverty-stricken area is also the duty of the superior government. So it must combine the aids and helps from the superior governments with the self- efforts of the towns and townships'governments in the poverty-stricken areas ,that can build up the service government of towns and townships in the poverty-stricken areas ,which meet the need of the new country construction nowadays and the development of modern towns .
