Study On The Optimization And Countermeasures Of The Examination And Approval System Of Engineering Construction Projects In Shenyang

In the report of the 19 th National Congress of the Communist Party of China,it was pointed out that "the whole party should be more conscious and firm in the principle of party spirit,dare to face up to problems,dare to scrape bones and cure poison,and ensure that our party will always maintain strong vitality and combat effectiveness." As the "filter net" of government management,engineering construction approval aims to realize daily management.With the continuous progress of society and economic development,the traditional project examination and approval system has exposed many institutional and institutional disadvantages,such as too much administrative power,lengthy examination and approval process,which not only restricts the progress of human society and economic development,but also reduces the efficiency of the operation of enterprises and social resources to a certain extent,so the reform is imminent.Based on the current situation of project approval in Shenyang and 641 data of project approval in 2018 published by Shenyang Government Service Website,this paper makes a comprehensive analysis by means of literature,interview and questionnaire,and makes a thorough study of the existing problems,combining with my own development in Shenyang.The experience of the reform committee,through interviews to get the status quo and problems,and then use questionnaires to find problems,and conduct a comprehensive analysis of the problems,find problems and analyze the causes,learn from the advanced experience of other cities in the administrative system reform,put forward countermeasures and suggestions to optimize the approval system of construction projects.Through the research,this paper argues that: first,the need for secondary integration.While administrative approval is centralized in the lobby,project approval is also centralized in one or several windows for acceptance.Secondly,through the analysis of 641 data completed in 2018,the centralized types of project approval in Shenyang were sorted out,and solutions are put forward according to local conditions.Thirdly,relevant laws and regulations should be established and improved.Fourth,we should establish an all-round pre-event,in-event and post-event supervision system without dead ends.It is hoped that this paper can solve some bottlenecks encountered in the process of reform.We should effectively solve the practical problems of inefficient approval,redundant approval time,complicated approval links and inadequate supervision.In accordance with the requirements of "thorough release,management in place,good service",comprehensive support,overall consideration and coordinated promotion of reform;multi-dimensional,all-round promotion of the reform of simplified government and decentralization of power,system innovation to lead the reform of the system and functional transformation,innovative supervision methods,reduce administrative costs and improve work efficiency.
