A Study On The Administrative Approval Reform Of Local Government From The Perspective Of Process Reengineering

The opening of the 19th National Congress of the Communist Party of China(CPC)marks the "new stage" of China’s social and economic development.With the strengthening of the Comprehensive National Power in our country,great changes have taken place in the economic environment and the social environment.All sorts of contradictions have become more and more prominent,and the challenges they face have become more and more severe.Reform is the best way to solve the problem of development.Now the reform has entered the deep water area,further clarifying the relationship between the government and the market,transforming the method of government economic control,and building a service-oriented government to provide better public services for the people,all are important issues in the front of reform in the current era.Among them,the reform of the administrative examination and approval system has become a key breakthrough for the local government to build a service-oriented government,business Process Reengineering(BPR)and government process reengineering(GPR)provide a new research perspective for the reform of administrative examination and approval system.Government process reengineering is value-oriented to better meet public needs,follows rule of law principle,takes work process reengineering as method,takes service chain as link,promotes government organizational structure upgrading,optimizes working methods and improves administrative efficiency.Ningbo is the forerunner and demonstration area of administrative examination and approval reform.Ninghai County’s "examination and approval court" mechanism is rated as the advanced sample of Zhejiang’s "at most one-run reform".Its reform and innovation can also be seen as a microcosm of Zhejiang administrative examination and approval reform and innovation.This paper takes this as the research object,through the case analysis method,Comparative Research Method,Literature Research method and so on,has carried on the thorough research to the Ninghai County County "examination and approval court" reform typical case.First of all,the paper explains the historical background and evolution of the reform of administrative examination and approval,as well as the research on it at home and abroad.Then the paper introduces the theoretical basis of the case,business process reengineering theory,government process reengineering theory,integrated governance theory,as the theoretical framework of the article.Secondly,from the perspective of BPR,the predicament before the establishment of the "approval court" in Ninghai County is analyzed in detail,the obstacles in Ninghai County County’s administrative examination and approval reform are also the common difficulties encountered by many grass-roots governments when they carry out administrative examination and approval reform.Then,from the perspective of process reengineering,this paper analyzes the process,practice,effect and core difficulties of Ninghai County county’s "examination and approval court" reform,and holds that process reengineering is the necessary way for local governments to realize the reform of administrative examination and approval.It concludes with the conclusion and recommendation that the reengineering of the administrative approval process is a systems engineering involving multiple changes in management methods,organizational structure,technical support,departmental interests,etc.,a firm determination to reform must be combined with a gradual approach to reform.At the same time,only by combining China’s specific practice and taking the people as the center can the reform always go on the right track of seeking dividends for the people.
