The Development Strategy Of Qidajie Characteristic Blocks In Changzhou

The purpose of building characteristic blocks is to condense urban history,highlight urban culture,display urban products,reflect urban taste and enrich urban image.It is of great significance to urban economic and social development and to improve the livability,popularity and reputation of the city.Located in the hinterland of southern Jiangsu,Changzhou has unique advantages in the Yangtze River Delta urban agglomeration.Building Qidajie characteristic blocks has a very positive effect on enhancing the city's popularity,promoting industrial transformation and upgrading,and promoting regional economic development.The good development of characteristic blocks can not be separated from the support of the government,especially for Qidajie characteristic block project led by the government,but it can not be achieved by the unilateral efforts of the government.Based on the analysis of the special laws and inherent characteristics of the formation and development of characteristic blocks,the government's functional categories in the planning,construction and development of characteristic blocks are defined,the appropriate development strategies are determined,and the operation modes and supporting policies are formulated with pertinence,which are of more practical significance in the current development context.In order to formulate a practical development strategy for Qidajie characteristic blocks,this paper summarizes the research achievements of domestic and foreign theoretical circles,and focuses on the meaning,type characteristics,development management countermeasures and government functions in the process of development and management of characteristic blocks.Using SWOT analysis method,this paper summarizes the advantages,disadvantages and opportunities of Qidajie characteristic block development from the external environment of the project such as location,transportation,spatial planning,economic basis,population area,policy environment,peripheral competition analysis,and the internal environment of the project such as historical and cultural resources,current commercial format,public facilities and so on.Confronting and threatening,we should define the strategic development orientation.Through the case analysis of mature characteristic blocks in China,this paper sums up the successful factors affecting the development of characteristic blocks and the government's actions therein,determines the basic principles of Qidajie characteristic blocks' development strategy,and elaborates the construction objectives,development timing,feasibility and potential risks of the project,and from the point of perfecting its operation.Theguarantee measures for the strategic development of Qidajie characteristic blocks are put forward from three aspects: mechanism,optimizing business environment and strengthening policy support.Perfect operation mechanism: set up a unified management organization to improve administrative efficiency;set up a professional operation company to take charge of daily operation;mobilize social forces to participate in block construction.Optimizing business environment: strengthening the planning and control of block construction to avoid homogeneous competition;improving public construction facilities;strengthening supervision and standardizing market behavior.Strengthening policy support: setting up special funds and exploring financing mechanism;strengthening policy incentives to attract and stimulate enterprise vitality;introducing and cultivating professional talents and strengthening team building.
