Strengthening and improving the party's work of mass organizations is in a tough period now.The reform spirit of central mass organizations puts forward clear requirements for the mass organizations.The reform of the party's mass organizations must maintain and adhere to its political,advanced and mass-oriented nature,and strive to achieve the great rejuvenation of the Chinese nation.The Young Pioneers are the mass organizations of Chinese children and adolescents.They are schools for young children and adolescents to learn socialism with Chinese characteristics and communism,and are reserve teams for building socialism and communism.The Communist Youth League is entrusted by the Party to directly lead the Young Pioneers and the primary task of doing a good job in the work of children and adolescents in the new era is to strengthen the team's construction.Under the background of mass organization reform,the reform of Young Pioneers is imperative.The reform of the Young Pioneers takes the implementation of the Party's requirements for the Communist Youth League and the Young Pioneers,and the role of the Young Pioneers in moral education as a starting point.The reform of the Young Pioneers is impelled by realistic problems.Promoting the reform of the Young Pioneers is helpful to solve the problems existing in the organization construction of the Young Pioneers,and to strengthen the value-leading,thought-leading,and organizational leading role of the Young Pioneers.The theory of organizational change is the main theoretical basis of this paper.The reform of the Young Pioneers is regarded as an organizational change system.This research applies several methods,such as literature review,interview and so on.In the interview survey,the interviewees are divided into cities,towns andcountryside.The focus is on the grassroots organization level of the Young Pioneers in the two districts of Jinhua City,Zhejiang Province,involving 12 principals and large and squadron counselors.Taking the national youth work committees at all levels as the main line,this study mainly involves the group workers,youth palace workers and general counselors in Zhejiang,Henan and Shanghai,also involving experts,graduate students and career development center workers in the field of Young Pioneers.The effectiveness and problems of the Young Pioneers' construction can be understood from four aspects: organizational system,organizational position,organizational team,and organizational culture.It also analyzes the momentum and resistance in the process of the Young Pioneers' reform,and then explores the path of the construction of the Young Pioneers under the background of mass organization reform,and promotes the implementation and landing of the Young Pioneers' reform.Literature review and interview are the main research methods in this paper.Through literature review and interviews with Young Pioneers workers,it is found that the present problems existing in the construction of the Young Pioneers' grass-roots organizations are as follows: 1.The construction of the Young Pioneers' organizational system is not sound enough.2.The effective coverage of Young Pioneers' organizations is less.3.The construction of Young Pioneers' organizational team is not sufficient.4.The construction of the Young Pioneers' organizational culture is insufficient.Analysis of the motivation of the Young Pioneers' reform is from the perspective of both internal and external environments.The motivation of internal change includes the need to improve the efficiency of organizational operation,the change of organizational staff's psychology and behavior,and the improvement of organizational self-management methods.External change dynamics include scientific and technological progress and changes of the social environment.The obstacles encountered in the implementation of the Young Pioneers' reform are analyzed from the individual,organizational and social aspects.The individual level includes implementing the policy by avoiding and ignoring the importance,adhering to inherent working habits,and lack of the determination of career development.The organizational level includes the reform without improving the inherentorganizational structure,the reform without linkage,and the reform of the Young Pioneers with cost constraints.The social dimension includes the lack of necessary changes to the social environment and the obstacles that are not synchronized with basic education and mass organization reform.The study shows that under the background of mass organization reform,the organization construction and reform of the Young Pioneers can be improved via means of improving the organizational system to enhance the organizational execution,consolidating the organizational position to expand the influence of the organization,strengthening the organizational team to enhance the organizational cohesiveness,and highlighting the organizational culture to emphasize the uniqueness of the organization.In the new era,the Young Pioneers Organization must seize the political opportunity of mass organization reform and firmly follow the path of developing socialist organizations with Chinese characteristics for adolescents and children.The uniqueness of the Young Pioneer Organization should be highlighted,its vitality should be stimulated,and the builders and successors of qualified socialist undertakings should be cultivated.
