Mass organizations like the Labor Union,the Communist Youth League,or the Women's Federation,have played a great role in each period of the development of our country and the Chinese Communist Party and have became a very important power in improving the economic advance and social construction.However,with the development of economic and social transformations in the 21 st Century,the social structure is changing and people have more and more various requirements in thought and material needs.But the mass organizations still take traditional way in the form of organization,functional orientation,or the construction of institutional system and mechanism,and can not adapt to the new requirement of the social transformation,which will surely take some great challenges for the development of mass organizations.So,in this way,this paper will make a research on the role definition of the mass organization and the countermeasures for the reform which is based on the relationship between the government and the society,and takes the experimental reforms of Shanghai and Chongqing as the research sample.Firstly,it introduces the definition and the history of mass organization,and point out the necessity of the reform of mass organization.Then,through the study on the reform practice of Shanghai and Chongqing,it makes an analysis on the problems and difficult position of the reform and the reasons which cause that.Finally,it tries to find the exact role definition of the mass organization in the new period and explore the path of reform to expand the mass organization's reform successfully in our country in the next step.
