The development zone of Yunnan province plays an important role in the socialand economic development in Yunnan Province. First, it is an important carrier toenhance the Yunnan urban functions and realize the coordinated development of theregion. Second, it undertakes the great historical responsibility of national new roundof west qdevelopment strategy, the construction of Chinese--ASEAN Free TradeArea, and building Yunnan into the bridgehead of southwest.This paper takes theNational Development Zone performance appraisal of Yunnan province as thebackground, discusses how to use stakeholder theory to establish a more effectivepublic sector performance appraisal system and the method to guide the reform of thecurrent practice of government performance.The stakeholder theory originated from the theory of the corporate governanceand corporate social responsibility which had been studied by the western academiceconomists, through the joint efforts of Blair, Freeman, Donald Xun, Mitchell andother scholars. At present, it has a series of theoretical framework includingstakeholder identification, classification and the relationship between the stakeholders,which has been widely used in profit Organization (mainly in the enterprise).However, the theory is used relatively less in the construction of our governmentperformance appraisal system. Based on the perspective of stakeholders, this paperaims to eatalbish a general performance appraisal to the committee of the nationaldevelopment zone,with a view to provide a theoretical basis and practicalimprovements for improving performance of Yunnan National Development Zone.The main contents of this paper include: first, it expounds the developmentand evolution of performance evaluation and the status quo of domestic and foreignresearch about it, analyzes and compare the performance evaluation methodscommonly used at present, and illustrates the advantage of stakeholder theory.Second,it proposes the problems of the existing performance appraisal system in the committee of Yunnan national level development zone. Combined withprincipal-agent theory, the relevant national policies and regulations, the CMCoperational mode, harmonious polity, it analyzes the necessity of establishing ascientific, standardized, systematic performance appraisal system and the feasibilityof the Yunnan Development Zone to establish a general assessment system. Third, theuse of performance prism model based on the theroy system of the stakeholder, itexpounds the ways and means to build Yunnan Province Development Zoneperformance appraisal system. Fourth, it selects Mengzi Economic and TechnologicalDevelopment Zone as a case study of an object. The experiment is based onoperability of designing performance appraisal system according to the model ofperformance-based prism, and elaborates the effect of the performance appraisalsystem of the administrative committee of the Development Zone based on theperformance prism. Fifth, it expounds the conclusion of the reaearch and points outthe innovacaion point of this paper and prospects the future directions to improve. Theresearch results make contribution to the development and application of stakeholdertheory, as well as to improve the performance level of government.
