Research On The Return Of State Authority And Reconstruction Of Rural Order In The Targeted Poverty Alleviation Practice

Targeted poverty alleviation is a new measure taken after China's anti-poverty work has entered a new historical stage.Since the implementation of the targeted poverty alleviation policy,scholars have carried out a lot of research on it.Targeted poverty alleviation policy has greatly overcome the inefficiency of implementation in previous poverty alleviation work and ensured that poverty alleviation resources can reach poor peasants more effectively.But at the same time,many researchers also pointed out that the targeted poverty alleviation policy in the implementation process will also lead to inaccurate phenomena for various reasons.In this study,qualitative research methods were used to collect empirical materials from three poor villages in P County,a poverty-stricken county at the national level,using interviews and participatory observation methods.The survey mainly includes the daily work of the poverty alleviation working group and village cadres,the views and opinions of different groups on poverty alleviation,the interaction of various rural subjects in the implementation of precise poverty alleviation work,and the rich experience materials.Through a variety of information,this study restores to the greatest extent the specific process of the interaction of multiple authorities in rural society,how the interaction of multiple authorities affects the effectiveness of poverty alleviation and how the interaction results affect the reconstruction of rural order.The study found that the state authority returned to the poor countryside through the poverty alleviation working group,effectively improved the effectiveness of poverty alleviation work,and ensured that poor peasants could smoothly access the national poverty alleviation policies and resources.At the same time,the state authority also interacted with the multi-authority in the countryside,supervised the local multiauthority,balanced the structure of the multi-authority in the village,and made up for the lack of the social authority in the countryside.This is a process of transforming rural grass-roots organizations into formal institutions.In a word,the return of state authority has improved the implementation effect of precise poverty alleviation work,reconstructed the multi-authority pattern in rural areas,and formed a more reasonable new order.
