With the subsidence of the urban management center,the public affairs and administrative affairs undertaken by the community are increasing day by day,which have a significant impact on the normal play of community autonomy and community governance function.In this context,Beijing issued the corresponding policy combined with the central policy to reduce the burden in 2016,but it was in trouble in the policy practice for several years.The field research in the B community of Beijing for 5 months summarizes the characteristics of Beijing community burden reduction policy practice,and finds that the policy have been in trouble.The research analyses the trouble with Thomas B·Smith process analysis model as the research framework which is consist of idealized policy,target group,executive agency and environment factors.The research finds that the ambiguity of the policy,the government's dependence on the community,the failure of the community work access system,the fundamental of impact pressure system,and the community takes administrative affairs due to resource dependence and community-based considerations.These four elements interact with each other and are full of tension and inconsistency,affecting the practice of the community burden reduction policy.Therefore,the research believes that it is necessary to enhance the accuracy of policy,improve the community work access system to reduce administrative tasks,use democratic cooperation systems to change the interaction between government and community,and analyze the differences between administrative services and administrative tasks of the community to reduce the burden of the community reasonably.
