On The Reform Of Government Functions In The Urban Housing Security System

What is the government? What are the functions of the government? What functions does the government have? What role these functions should play in all aspects of our social life? This paper attempts to use housing security,which is closely related to people’s livelihood,as a starting point,to analyze and study the development process of housing security system after the founding of China.Referring to the housing security system of other countries in the world,this paper analyses how to locate the functions of our government,and puts forward some countermeasures and suggestions for the transformation of government functions.The first part of the article mainly illustrates the research background and significance of the subject,summarizes the current domestic academic achievements on housing security system and government functions,and finally defines the analysis route,analysis method,analysis key point,research difficulties and innovations of the paper.The second part of the article first defines the concept and meaning of government functions,and then states the relevant theoretical basis for the transformation of government functions,including the theory of multi-center governance,and the theory of new public services based on the principle of service rather than steering.The third part of the article starts from the development course of housing security system after the founding of our country.Through analyzing the housing full welfare system,and the specific contents,characteristics and functions of the housing security system in the exploration,formation,perfection and regulation stages of the housing security system and the implementation of the system.Then summarizes the functions of the government in housing security system reform,misalignment and offside absence of existing defects.The fourth part of the paper mainly lists the specific security policies and financial policies implemented by the governments of the United States,Britain,Japan and Singapore in the process of the development of their housing security system.What more,it analyzes the functions and roles of the government,and points out the legal system,security system,financial system,regulatory system and so on.The fifth part of the article analyzes the orientation of the government function in the reform of the housing security system in our country.It suggests that the government should change from the traditional management thinking to the modern management thinking,and change the characteristics of the government’s "omnipotence" and determine the scope of the security responsibility.The government should change from being good at management to being good at governance.It should break the situation of the government’s sole guarantee subject,and establish a diversified security system.In addition,it should change into a service-oriented government rather than a leadership-oriented government,along with the changing of government’s sense of leadership,and the improvement of the government’s service concept.The sixth part of the paper puts forward some relevant countermeasures and suggestions in view of the above research.It points out that in the reform of China’s housing security system,the government reengineering theory should be used to optimize the government decision-making mechanism,improving the administrative responsibility system and perfecting the evaluation system of political achievement.We should use the government governance theory to improve the supporting legal system of housing security system and establish a sound enforcement and supervision system.We should use the theory of government service to optimize the government’s allocation and supply of land resources,public financial capacity,the mode of housing development and construction,the revenue identification and access and exit mechanism,and the system of deposit and use of public accumulation fund.
