Research On The Improvement Efficiency Of Governement Of Chuxiong Prefecture

The Party 's 19 th Fourth Plenary Session will make a special arrangement for“adhering to and improving the socialist system with Chinese characteristics,advancing the modernization of national governance capacity and the governance system”,emphasizing the need to insist that all administrative organs serve the people,be responsible to the people,and be supervised by the people.Innovate administrative methods,improve administrative efficiency,and build a service-oriented government that the people are satisfied with.As the basis of national modernization,local governments are the implementers and practitioners of modernizing national governance systems and capabilities.Local government is the key to the construction of government effectiveness.It needs to implement the policies of the central and provincial governments,as well as formulate practical policies to achieve local economic and social development according to local conditions.Prime Minister Li Keqiang pointed out in the "2018 Government Work Report" that to improve the effectiveness of the government,it is necessary to optimize the establishment of government institutions and the allocation of functions,deepen institutional reforms,form a government governance system with clear responsibilities and administrative administration in accordance with the law,and increase the credibility and execution of the government.To this end,this paper uses the literature research method,empirical analysis method,questionnaire survey method,and statistical analysis method,taking Chuxiong Prefecture of Yunnan Province as a case,referring to the academic session on government effectiveness evaluation index system,and combining field surveys to construct a suitable Chuxiong Prefecture government.The effectiveness evaluation index system evaluates the effectiveness of the Chuxiong Prefecture government from four dimensions: economic and social development,local government functions,government size,and mass satisfaction.According to the evaluation results and the empirical research results of promoting the effectiveness of the government inChuxiong Prefecture,it is found that there are five aspects of the current government's effectiveness enhancement in Chuxiong Prefecture: cognitive biases in government effectiveness,expansion of government scale,lagging in the transformation of government functions,insufficient public service supply,and insufficient public participation.The problem.Finally,it proposes six targeted ways to improve the efficiency of the Chuxiong Prefecture government by changing government functions,optimizing the business environment,cracking the government's scale expansion,supplementing public service shortcomings,increasing public participation,and strengthening the construction of the rule of law.
