In the new era of socialism with Chinese characteristics,efficiency and service have become the new theme of government work under the new situation,high-quality promotion of tax modernization has become the development direction of tax work.The tax work in the new era will face new opportunities and challenges.The requirements of resource intensive,tax efficient,high-quality service,simplification and convenience have become the new normal of tax work in the new situation.Tax work is moving towards the direction of high standards and strict requirements,especially after the reform of the tax collection and management system of the state tax and the local tax.How to effectively integrate and optimize the personnel as the core resources in the tax system of Zhaotong City,so that the tax authorities at all levels in the city can realize the optimal allocation of personnel in the limited available resources,so as to minimize human and material resources After the reform,the personnel management can be truly achieved: human integration,business integration,force integration,and heart integration,so as to promote the modernization of personnel management in Zhaotong City’s tax system,which has become an important subject to be studied after the institutional reform.As the core competitiveness,personnel management can improve the scientific level of personnel management of Zhaotong City’s tax system,make the management of tax cadres more scientific,effective and economical,be more beneficial to the construction of the city’s tax system team,and constantly improve the tax administration under the background of the reform of the national tax collection and management system The Ministry’s work efficiency,and stimulate the team’s vitality,will "gather money for the country,collect taxes for the people" responsibility in mind,so that the tax cadres perform their duties according to law,make every effort to contribute in the tax front,achieve the goal of optimizing the personnel management of the tax system of Zhaotong City after the reform of the tax authorities,and finally promote the scientific and sustainable development of the personnel management of the tax system of Zhaotong City.In this paper,literature,case analysis,comparative analysis,interview and other methods are used to study the optimization path of personnel management in Zhaotong tax system after the reform.Firstly,it introduces the concept of personnel management,clarifies the significance of studying the optimization path of personnel management after the reform of national tax collection and management system,and analyzes and studies the relevant situation of personnel management in Zhaotong tax system.At the same time,after the introduction of personnel management after the reform of Zhaotong’s local tax collection and management system,this paper analyzes the problems in personnel management of Zhaotong’s tax system after the institutional reform,analyzes the causes of the problems,and puts forward countermeasures and suggestions to achieve the objective of personnel management optimization of Zhaotong’s tax system,so as to promote personnel management after the reform of the tax system in the whole province and even in the whole country To provide practical reference for personnel scientific management is a preliminary exploration of personnel management after the reform of tax system,which has certain practical significance and reference value.
