At present,with the development of socialism with Chinese characteristics,the main contradictions of socialism have changed,people's good lives need strong productive forces to support it.Now the government and its cadres have been given the historical mission of building a new era and construct a well-off society,which has entered a decisive stage and put forward higher requirements for the performance of cadre work responsibilities.Grassroots cadres,as the specific implementer and front-line workers of various national policies to connect with the masses,shoulder the historical mission of the new era,and are always at the forefront of the road of innovation and reform.As decision-makers and practitioners of policy trials,the risks are unknown.Under the circumstances,it is necessary to explore the correct path of reform and innovation,and to provide practical operating experience for the effective improvement of reform measures.Therefore,the success and failure of its work coexist.In the face of such a test,some grassroots cadres have the psychology of no action for no mistake and wanting to do but dare not do it,the behavior is manifested as "hidden inaction".Therefore,the contradiction between the current situation of cadres' unwillingness to act and the current society's urgent need for reform and innovation is a real problem that cannot be avoided and need to be solved urgently.One of the roots of problem solving is how to treat and handle the mistakes made by grassroots cadres in the process of reform and innovation.In the context of this conflict,the introduction of the fault-tolerant mechanism has given the grass-roots cadres the scope and limits of their trial and error,transformed the government's support for grass-roots work into a tangible protection mechanism,and helped the grass-roots cadres to become passive and positive.Take the initiative to unleash psychological burdens and inspire grassroots cadres to explore boldly and take responsibility.General Secretary Xi Jinping has repeatedly mentioned the need to establish high-quality grass-roots cadres,encourage grassroots cadres to do something,strive to establish a sound fault-tolerance mechanism,and cooperate with the gradually improved assessment mechanism to achieve a working situation of incentives and strict management.With the introduction of fault tolerance mechanism policies across the country,local governments are gradually establishing and improving fault tolerance mechanisms.Local governments in Anhui Province have followed the pace and established grassroots cadre fault tolerance mechanisms based on actual conditions.However,due to the implementation of the policy and the regional nature,how to effectively Judging the error situation,executing the fault tolerance procedure,and practically making the result of fault tolerance more widelyused,and letting it play a greater value become urgent problems to be solved.Based on the research on the fault tolerance mechanism policy texts issued by local governments in Anhui Province,this paper systematically sorts out the policy documents that have been issued,and combines the results of questionnaire surveys and interviews with grass-roots cadres to describe the current status of the construction of fault-tolerance mechanisms for grassroots cadres in Anhui Province.To explore the prominent problems and related reasons during the construction of fault tolerance mechanism,based on this,put forward the optimization strategy of constructing fault tolerance mechanism in Anhui Province.The thesis is divided into five parts: the first part,based on the actual needs,policy background,puts forward the importance and significance of the establishment of the fault tolerance mechanism in Anhui Province;second In part,starting from the content and theoretical basis of the fault tolerance mechanism,it mainly describes the connotation of the fault tolerance mechanism and the theoretical basis for the construction of the fault tolerance mechanism.In the third part,through reviewing the policy texts of the fault-tolerant mechanism issued by the governments of local governments in Anhui Province,to understand the current status and policy requirements of the fault-tolerant mechanism of grassroots cadres;In the fourth part,based on the analysis of policy analysis and actual survey results,it is found that the fault tolerance mechanism of grassroots cadres in Anhui mainly has the problems of insufficient accuracy of fault tolerance conditions,inadequate supervision,poor operability and low social participation.In the fifth part,for the current status and problems of the faulttolerant mechanism of grass-roots cadres in Anhui Province,suggestions are put forward to improve the accuracy of fault-tolerant conditions,improve the supervision mechanism,enhance the operability of reality,and increase social participation.
