Study On The Problems And Countermeasures Of Local People's Congress Representatives

The people's Congress,as the basic political system,is an inevitable choice that the Communist Party of China and it's people to explore in practice.Since the New Era,how to give better exert to the performance of county-level people's congress representatives,improve the county-level people's congress system,and achieve a good results in county governance are a major and urgent issue at all levels.This paper selects the group of people's congresses from Guangrao County,Dongying,Shandong Province as the research object,and analyzes the problems existing in the current performance of the local people's congress representatives through the study of their duties,and then explores the promotion of grassroots people's congresses.The countermeasures and suggestions for representing the ability to perform duties provide a useful reference for further improving the performance of local people's congress representatives and improving the Grassroots People's Congresses system.Firstly,this paper combines the thinking of the NPC deputies to perform their duties,and expounds the connotation of the performance of local people's congress representatives.Secondly,through the summary of the composition and structure of the representatives of the people's congress in Guangrao County,the performance of the NPC deputies during the meeting and the intersessional period was summarized.Thirdly,in view of the performance of the representatives during the meeting and the intersessional period,the situation refines the problems of the representative's performance and analyzes the causes of the problems.Finally,in order to solve the problem of the performance of local people's congresses,five countermeasures and suggestions were put forward: First,to strengthen the top-level design and improve the system guarantee;Second,to enhance the representative quality and the ability to perform duties;Third,to optimize the performance environment and provide performance;The fourth is to strengthen the supervision of representatives and regulate the performance of duties;The fifth is to closely contact the masses and truly reflect the public opinion.
