Social governance is a basic function of the government.Strengthening and improving social governance is the key to building a harmonious socialist society.Under the influence of the rapid development of globalization,information and urbanization,our society is undergoing profound changes;the original social governance model has gradually failed to meet the new situation,new tasks under the management requirements.How to strengthen,improve and innovate the work of social governance has become a global proposition related to social harmony and stability and the long-term stability of the country.In social governance,the community is the basic unit of the society,the terminal force of the Party and the government to manage the society,and the masses of the people participate in the management of the society.The front-end platform of reason plays a fundamental role in maintaining the harmony and stability of society.To strengthen and innovate social governance,it is essential to do a good job of community governance innovatively.Under the call of the country,the governments at all levels have carried on the innovative exploration of community governance from different angles,different degrees and different levels from the aspects of implementing gridding management and so on.This paper systematically summarizes the core concepts of community,community governance,grid and gridding,community gridding management through the study of relevant literatures at home and abroad,and summarizes the related theories of guiding and influencing community gridding management.Based on the comparative analysis of western community governance models and the development of social governance in China,this paper probes into the background and typical cases of community gridding management,and sums up the key points and key points of implementing the innovation of gridding management.On this basis,the implementation of community grid management in Dezhou Economic and technological Development Zone is taken as a case study.By collecting relevant documents,this paper summarizes the main practices,characteristics and effects of the local implementation of urban and rural community gridding management in an all-round way.Using research methods such as questionnaire survey and personnel interview,this paper evaluates and analyzes the practical effect of grid management of local urban and rural communities,and reveals that "the sense of mass acquisition is not strong" and "the degree of mass participation is not high"."Lack of grid team capacity","coordination linkage mechanism is not smooth","the system platform is not perfect enough" and other issues are carefully analyzed,and from "changing the role of the government to improve community autonomy ability" and so on."strengthen publicity and communication,mobilize all members of the community to participate","add supervision” The organization strengthens the department cooperation "," strengthens the training examination to train the specialized grid member team ";"strengthening the integration of data resources,promoting the construction of intelligent platform" and other five aspects proposed targeted optimization solutions,with a view to providing theoretical and practical references for the county and city level optimization and improvement of community grid management work.It can be used for reference to innovate the construction of community governance system,establish the government,social organization and community residents to participate in the new model of benign interactive community management.
