Research On Perfecting The Functions Of Tian Shengqiao Town Government In Fuping County

The General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the"Opinions on Strengthening the Capacity Building of Township Government Services"in February 2017,which provides a strong policy basis for improving the functions of township government and service efficiency,and further promoting the modernization of township governance system and governance capacity.The 2020 Baoding Municipal Government Work Report emphasized that Fuping passed the provincial poverty exit check and acceptance,and it is necessary to promote the construction of rural revitalization demonstration sites.These information release a strong signal that Rural Rejuvenation is the focus of grassroots work at present and in the future.It is necessary to clarify what kind of responsibilities the township government plays in rural rejuvenation in order to promote the Rural Revitalization according to local conditions,improving the township functions is the foothold to promote the Rural Revitalization.Therefore,the township government plays a very important role in the revitalization.The function of the township government directly affects the image of the government and the quality of life of people.The key is to grasp the"management service"reform as the general hub,and improve and optimize the deficiencies of the township government system.^[1]The improvement of township system is to establish a mechanism to adapt to the current situation,promote the development of county economy,and consolidate high-quality poverty alleviation achievements.This article takes the government functions of Tianshengqiao Town in Fuping County as the research object,starting from the implementation of the political,economic,and social functions of the Tianshengqiao Town Government,so as to makes a detailed analysis of the research functions,adopting the methods of literature research,field investigation,comparative research and case study,adheres to the problem orientation,and combines with the data analysis of field research,finding the main problems of Tianshengqiao town government and put forward practical solutions.First of all,starting from the functions of the government,combining with the actual situation of Tian shengqiao town government in Fuping County,explaining the concepts,functions and basic theories of township governments functions.It is mainly divided into three parts:Political functions,consolidating political responsibilities,strengthening government leadership,focusing on people-oriented theory,establishing a responsibility system,and accumulating rural revitalization;Economic functions,focusing on the wealthy industry,scientific planning and development,driving industrial development,and achieving industrial upgrading;Social functions,strengthening public services,optimizing social functions,and improving public services.Secondly,it points out the necessity of improving the function of township government,and the factors that affect the function of township government:the internal factors of government system,the external factors of society,the intermediate media factors.Thirdly,it elaborates the current situation of the performance of the functions of the government of Tianshengqiao Town,and through targeted questionnaires finds the main problems existing in the functions of the government of Tianshengqiao town:inaccurate function division,imperfect management mechanism,low service efficiency and weak industrial support.Finally,closely focus on improving the three functions of politics,economy and society,finding solutions from five aspects:clear function positioning,perfect management mechanism,strengthen the creation of characteristic industries,optimize industrial linkage and upgrade,and improve the level of government services,and also provides some reference and methods for other townships to improve government functions.
