A Holistic Study On The Legal Thoughts Of The Party And Government Leaders In The Period Of Shangxi-Gansu-Ningxia Border Region

The Fourth Plenary Session of the 18 th Central Committee of the Communist Party of China for the first time took the construction of the rule of law as a special topic of the plenary session of the CPC Central Committee,made a strategic plan for the overall rule of law,and proposed the overall goal of building a socialist system of rule of law with Chinese characteristics and a socialist country of rule of law,marking that China’s construction of the rule of law has entered a new historical period.The 19 th National Congress of the people’s Republic of China raised the overall rule of law to the basic strategy of upholding and developing socialism with Chinese characteristics in the new era,and opened a new journey of comprehensive rule of law in the new era.It is not a simple social practice to run the country by law in an all-round way.Legal thoughts,especially those of Party and government leaders,are directly and closely linked with the real promotion of running the country by law.The Fourth Plenary Session of the 19 th CPC Central Committee put "improving the ability of the party to run the country by law and govern the country by law" in the prominent position of building period,systematically study the development context,content system and legal principles contained in their legal thoughts,analyze their innovative characteristics as a whole,summarize the historical experience of the construction of the new democratic legal system,further reveals the successful password of the CPC leading the new democratic revolution and the historical inevitability of the people’s choice and support of the CPC.The main body of the thesis takes the legal thoughts of the representative party and government leaders of three levels in the period of Shangxi-Gansu-Ningxia region.It represents the historical achievements of the Sinicization of Marxist legal theory as a whole,the further recognition of the leadership of the Communist Party of China by the people,and has
