Research On Social Enterprises' Participation In The Supply Of Community Home-based Care

As the age of aging deepens,solving the retirement problem is one of the most important things of China.As a retirement pattern,home-based care has several advantages that institutional endowment and traditional family pension are unparalleled.As a consequence,the government has introduced lots of policies to promote the development of home-based care.As a new form which is different from non-profit organization and commercial enterprise,social enterprise pursues economic and social values simultaneously.And it can be another effective way to provide home-based care service.Compared with commercial enterprise and non-profit organizations,social enterprise has several advantages in providing home-based care service,such as solving the contradictions of pension industry,higher supply efficiency,rich supply level and guiding the developing directions of public welfare.In the other hand,there are already successful cases in which social enterprises participate in community home care supply at home and abroad.However,there are still lots of problems in the development of social enterprise and its participation in home-based care service,including insufficient social enterprises,weaker commercial operation capabilities than commercial enterprises,risks of “mission drift”,lack of legal regulation and the shortage of talents in the field of home-based care service.In response to these problems,Chapter Four puts forward suggestions in three levels,including cultivating more social enterprises to improve the social enterprise base,improving the social enterprise management level to higher the social enterprise business operation ability and providing some suggestions for government to solve the problems which are out of the reach of social enterprises.In general,the purpose of the research is to improve the supply efficiency of home-based care services by providing path strategies for social enterprises and government.The literature research has been used to propose the theoretical basis of social enterprises to participate in the supply of home-based care,and analyze the advantages and problems of social enterprises in participating in home-based care service supply.In addition,case analysis has also been used to discuss four cases of social enterprises participating in home-based care supply which aims to analyze the practical feasibility and experience of social enterprises participating in home-based care supply.
