With the strengthening of residents 'democratic awareness and the new development of social governance,as an important part of urban grassroots governance, residents' self-government has attracted the attention of government departments and academic circles because of its unique value. The "self-government fund" project came into being. The Autonomous Fund Project refers to a series of community service and management work carried out in a project-based manner, led by the grassroots government, coordinated by the social organization service center, and based on the needs of the community and the "Administrative Measures for the Street Autonomous Fund Project".This article takes the Y Street "Autonomous Fund" project as an example, and finds that when the grassroots government cultivates community projects, there are differences in the degree of attention to different projects. Some projects will receive more attention and some projects will be "cold." Combined with the data analysis of the Y-street "Autonomous Fund" project project in the past three years and interviews with relevant personnel,it has concluded that the attention distribution of the grassroots government of Y-street is limited by its energy, its own preferences, and the interaction with the neighborhood committee. And the influence of the four factors of the higher government's assessment standards.Based on the thinking on how to better optimize the attention distribution of the grassroots government,it is proposed that the grassroots government should unblock the information channels, understand the needs of residents, evaluate the capacity of the neighborhood committee, allocate resources reasonably, improve the evaluation standards, and optimize the relevant recommendations of the project motivation to promote The healthy development of the Autonomous Fund project.
