| Regional integration has become a development trend under the background of the current era,and it will also be the development direction of my country’s regional governance level.The essential requirement of regional governance is inter-government regional cooperation,and the latter’s essence is manifested in the concentration of attention of various subjects.This contrasts with the phenomenon of attention fragmentation that is generally present in the information technology era,and reflects a lot of theoretical tension.The academic circles have discussed the process of change from competition to cooperation in local governments from multiple levels,but what is lacking is precisely the attention to "concern" itself.How do local governments pay attention to the need for changes in regional governance patterns? Should it be adjusted proactively or passively? What is the logic behind it?Is there differentiation within the collective? Waiting for questions have not yet been properly answered.Therefore,it is necessary to systematically sort out the attention distribution process of highly integrated local governments and explore the underlying laws and mechanisms in the context of the modernization of regional governance systems and capabilities.This research attempts to respond to and supplement the above-mentioned problems by describing the changing process of local government attention in regional integration and comparing samples between different local governments in the same region.The article is mainly composed of 6 parts.First,the introduction discusses the background of the emergence of regional integration more comprehensively,puts forward the research purpose and research questions of this article,reviews and sorts out relevant documents on intergovernmental relations and regional governance,and puts forward a new topic on regional integration and regional integration.The perspective of regional cooperation-government attention.Secondly,based on the basic logic chain of neo-institutionalism and behaviorism,four levels of local government behavior logic are analyzed and put forward: "central government guidance","leadership officials","regional market expansion" and "major task promotion".It condensed "political discourse","work deployment" and "policy support" as the three behavioral performance dimensions of attention change,and then constructed an analysis framework for local government attention allocation.Third,taking the Yangtze River Delta as the object of analysis,it describes the overall process of changes in the attention of the provincial governments to regional affairs in the region.From the second,the behavior logic in the analysis framework is used as the coding standard,and the four provincial governments of Shanghai,Jiangsu,Zhejiang and Anhui are used as case samples,and a diachronic comparative analysis of their regional affairs attention is carried out.Repeatedly,on this basis,starting from the three relationships of "environment-preference-attention",the causal mechanism behind the changes in local government regional affairs attention is unearthed.Finally,based on the research findings and conclusions,combined with the current practice background of our country,we put forward policy recommendations to adjust the behavior of local governments in regional governance.This study,through a comprehensive analysis of the three indicators of "Official Statements","Work Reports" and "Regional Policies" of the provincial governments in the Yangtze River Delta region,found that the overall attention of local governments to regional affairs has shown an "increasing-tending".The process of change from “stabilization-then sharp rise”.After comparing the attention change process of the four provincial governments and analyzing the causal mechanism,the following conclusions are drawn: the expansion of market demand in the jurisdiction has played a fundamental role in the impact of attention,and the guidance of the central government has played a key role.The important tasks and the officials in charge have played a role in promoting intermittently through the interaction with the former two;it is precisely because of this that local governments have gradually formed themselves in regional integration and regional cooperation based on the institutional environment and their own preferences.An orderly competition mechanism developed for the attention of superiors,with one’s own attention as the carrier.In general,this research attempts to take into account the basic interests of social sciences "concerning differences" and "concerning changes".It takes attention as the research perspective,and takes a few case comparisons as the main research and argumentation method,and comprehensively analyzes the local government’s regional The behavioral change process in the integration is used to explore the attention allocation mechanism formed by regional cooperation and the practical path of future transformation and development.It is hoped that it can provide some references for "telling the story of Chinese governance" and "summarizing the experience and laws of China’s economic and social development". |
