Research On The Construction Of Rural Governance Order From The Perspective Of Capital Going To The Countryside

Since General Secretary Xi Jinping put forward the strategy of rural revitalization at the 19 th National Congress of the Party,rural revitalization has become a hot word,so that the gradual decline of the countryside has become a promising new.Rural revitalization has not only become a hot spot in academic research,but also a profitable policy in the eyes of capital.As the material basis of rural revitalization,the primary task of industrial revitalization is to change the traditional household agricultural production and management mode.other factors to drive agricultural industrialization management,to achieve the effective docking between hundreds of millions of small farmers and large markets.In fact,it is during the policy convergence period of the strategy of precision poverty alleviation and rural revitalization that more and more funds for the development of the collective economy are injected into the countryside,attracting the ability to promote the industrialization of agricultural management of urban industrial and commercial capital investment,rural agricultural industrialization development has achieved initial results.However,relative to the openness and inclusion of the urban environment,the rural environment in the relatively closed environment has formed a different governance environment from the city,the entry of foreign elements is likely to break the original governance balance,resulting in rural governance disorder.In this study,South China’s clan village was selected as the object of study.While showing the reality of capital going to the countryside in an all-round way,this paper tries to explore the causes of rural governance disorder caused by capital going to the countryside.On this basis,the path of rural governance order reconstruction is proposed.In order to provide a reference for the orderly development of rural governance in the process of capital going to the countryside.The study found that the dynamic foundation of capital going to the countryside is the joint promotion of multi-stakeholders under the direction of industrial development policy.Asan important political force in rural governance,the rural elite cannot promote the promotion of capital to the countryside.It is also the reason why the rural elites pursue the interests and the information asymmetry in the relationship between the “agents and agents”,and the elite groups complete the violation of the interests of the villagers.Under the influence of the clan community consciousness,the villagers formed a collective act of safeguarding rights to safeguard their rights.The imperfection of rural governance rules,the lack of awareness of governance subject rules,and the existence of deviations in governance unit identification have led to the disordered and mutually exclusive interaction between the two sides.Therefore,this study believes that the construction of rural governance order needs to start from the following aspects: improving the system of villagers’ autonomy,establish and improve the system implementation mechanism and guarantee mechanism of the villager autonomy system;cultivating the modern rules awareness of governance subjects,and integrate the interactive game into the standardized and orderly channels;reconstructing the rural governance unit,on the basis of ensuring rural construction,based on the principle of villagers’ identification,carrying out the sinking of the governance unit and implementing a natural village-based autonomy.
