In the course of building a new socialist countryside how to achieve villages "good governance" is the theme of this paper. Villagers' self-governance is the legal mode of rural governance in China, but also the pursuit of the current village governance. However, because of impact of the economic fundamentals, socio-cultural factors, in practice what really exists in abundance is the elite governance in essence with the form of villagers' self-governance. Rural elite governance is a state of rural-elite-oriented and limited participation of the ordinary villagers. It is a transitional stage to a real sense of the villagers' governance.This paper takes Ludong B village as a case, borrowed sociological research methods, meanwhile, regards administrative and sociological theories as guidance, follows the principle that the theory combines with practice. By introducing the state of the elite and the channel of governance participation of Ludong B village, the paper elaborates the harness of elite governance, such as the obvious interests orientation of the rural elite, Game Anomie of the elite between inside and outside system; the narrow channels of governance,Non-standardized of elites' management methords, "No political villagers" and so on. Then the paper takes analysis of the government, the rural elite, ordinary villagers and so on. Finally, in according to the experience of domestic elite village governance and foreign governance, the paper gives some suggestions to improve the current situation of B village governance ,for example, to straighten out the power relations, to encourage the development of civil society organizations, improve the quality of rural elites, to cultivate farmers' civic awareness, and so on.
