Study On The Dilemma Analysis And Countermeasures Research Of New Rural Elites In Suihua Participating In Rural Governance

With the ongoing development of the governance system and modernization of capabilities in our country,theoretical circles have paid increasing attention to rural governance,which is also the focus of practical explorations.Achievementsin rural social development have also revealed inescapable problems.Currently,there have been significant changes in the field of rural governance in our country.As urbanization rapidly develops,the phenomenon of the rural exodus of elites,rural withers,and hollows becomes more and more severe,although the scarcity of rural talent,the lack of endogenous power in rural development,and the shortage of cadres in rural governance are the major problems that rural governance faces.With the emergence of new rural elites,a new way of thinking is emerging to address the problems mentioned above.The rural elites fill the posts and return to management.To promote the process of modernization of rural governance,new rural elites need to be widely and thoroughly involved.This paper seeks to understand the quantitative distribution,qualitative composition,mechanism,and system of participation in the governance of new rural elites in Suihua through a questionnaire survey,expert discussion,and household interviews.The problems are analyzed from three dimensions: political participation,economic participation,and cultural participation of new rural elites in Suihua in the governance of rural areas.Summarized the new rural elites’ participation in rural governance problems,analyzed the causes of the problems,and based on domestic advanced experience,put forward the new rural elites’ participation in rural governance in Suihua targeted improvement measures.The research suggests that the political participation of Suihua’s rural elites in rural governance is insufficient and doesn’t constitute a joint governing force.It also suffers from poor access to economic participation,low efficacy,and the initiative of cultural participation is poor,the depth of participation is limited.The main causes are their own relatively loose positioning,inadequate support from the policy system,and a weak social and cultural atmosphere.To improve the effectiveness of new rural elites’ involvement in rural governance in Suihua,and to improve governance synergy,we should begin by strengthening political participation,promoting economic participation to enhance governance effectiveness,and strengthening cultural participation to improve the vitality of governance,as well as to establish and improve the system for the involvement of new rural elites in rural governance,encouraging rural elites to fill their posts and return to management.Overall,the new rural elites were involved in rural governance as a self-governing subject,helpfully explored the rural governance model,promoted the level of democratic self-government at the grassroots level,and fostered the modernization process of rural governance of multi-subject collaborative governance.
