A Case Study On The "1 + N" Governmance Of Phosphogypsum Pollution In Shifang City Of Deyang In Sichuan Province

Environmental governance is an important part of the national governance system,which is closely related to the coordinated governance of government,enterprise and society.Phosphorus chemical industry in Deyang,Sichuan Province,shifang city,as a benchmark of ecological environment management in Deyang region,its management effect directly affects the construction of ecological civilization in shifang city.At present,the government,the public and social organizations have taken active measures in the process of environmental management of phosphating industry,and achieved certain results.However,there are still some problems in China's phosphorus chemical industry in the environmental governance system,such as low efficiency of government management,imperfect structure and system,unclear division of responsibilities between departments and enterprises,and many contradictions and difficulties in the governance process.As one of China's eight largest phosphorite cities,shifang city,Sichuan,is extremely rich in phosphorite resources,known as the "phosphorus capital of the west" and has four phosphorous chemical industries.While creating huge economic benefits for society,it has seriously polluted the surrounding environment and formed seven phosphogypsum waste residue storage yards.For a long time,due to the overlapping of functions between relevant government departments and enterprises,the environmental pollution control around phosphate rock production enterprises has been slow,seriously affecting the health of local residents.These environmental problems cannot be ignored.Therefore,it is an urgent need for phosphogypsum environmental governance in shifang city to form coordinated governance and regional multi-subject coordinated governance,which is also being explored and practiced in shifang city.Based above background,this article choose this case of environment management of phosphorous in Shifang city to research.Use the holistic governance theory,public product theory,externality theory combine?synergy governance theory with actual work of government of Shifang city,through the management experience of pollution in Shifang city,exploring impact of holistic governance theory on the environment management,discover and find innovative method,which better than management of phosphorous in other places,verify actual meaning of holistic governance theory,public product theory,externality theory combine with process of management of government,provide public administration experiences of management of phosphorous for other areas.This article consists of eight chapters.
