Study On The Problems And Countermeasures Of Multi-subject Participation In Digital Government Governance

With the coming of digital era,governments no longer have an absolute advantage over information and resources.The evolution of social forms is posing a series of new challenges to the effectiveness and suitability of traditional governance forms.How to scientifically reasonably and effectively allocating the public service resources with emerging digital technology to comprehensively enhance the level of state governance is a major topic in front of the government all over the world.In this context,on the one hand,the enhancement of citizens’ areness of participation and the increasing digitalization level of enterprises and social organizations promote the increasingly close connection between multiple governance subjects,and the communication and interaction between subjects are becoming more and more transparent and open,and the coordination and integration of actions between subjects are becoming more and more urgent.On the other hand,in the face of increasingly complex public affairs and the public’s demands for providing accurate and personalized public services and improving the efficiency of government services,the government-led unitary governance model has been unable to meet the needs of economic and social development.The participation of multiple subjects in digital government governance has become an important starting point to promote economic and social development,accelerate the transformation and adjustment of government governance structure and promote the modernization of national governance system and governance capacity.With the pressing ahead of the reform of government functions,the participation of multiple subjects in digital government governance has become a part of China’s institution system and practical exploration.However,the process of digital government governance in China started later than that in foreign countries,and the long-term "strong government and weak society" has also led to the lack of development of social subjects.There are still many difficulties in constructing a new pattern of digital government governance featuring "government-led,government-enterprise cooperation,social participation and legal guarantee".Based on the analysis of the current situation,problems and causes of multi-subject participation in digital government governance in China,this paper draws lessons from foreign advanced experience of multi-subject participation in digital government governance,and puts forward countermeasures and suggestions to promote multi-subject participation in digital government governance in China.In addition to the introduction and conclusion,this paper mainly consists of the following four parts:The first part explains the concepts and theoretical basis related to multi-subject participation in digital government governance.First,it explains the concepts of "Governance","Government Governance","Digital Government Governance" and "Digital Government Governance Subjects" and makes clear that the subjects of digital government governance mainly include the government,enterprises,social organizations and the public.The government plays the role of meta-governance subject in digital government governance,enterprises play the role of cooperator and supporter,social organizations play a coordinating role,and citizens are important participants.Second,through the elaboration of the main contents of meta-governance theory,digital governance theory,collaborative governance theory and holistic governance theory,the significance of their value in the study of multi-subject participation in digital government governance is clarified,which lays a solid theoretical foundation for this paper.The second part explains the current situation,problems and causes of multi-subject participation in digital government governance in China.Over the past few days,Good progress has been made in the participation of multiple subjects in digital government governance in China,with the government playing an increasingly prominent role as a facilitator,innovation practices of government-enterprise cooperation emerging constantly,social organizations playing a stronger role in grassroots governance,and citizens’ participation channels expanding.However,from the point of digital governance practice in most regions,innovation participation only exists in relatively developed regions.On the whole,there are still some problems,such as insufficient government leading role,disordered government-enterprise cooperation,unclear role of social organizations,and insufficient public participation,which are mainly caused by insufficient government governance capacity,ununified utilization value of government-enterprise cooperation,insufficient participation capacity of social organizations and citizens.The third part summarizes the experience of governments,enterprises,social organizations and citizens of the United States,Canada and the United Kingdom in participating in digital government governance.The fourth part summarizes the experience of digital government governance of the three countries and puts forward countermeasures and suggestions to promote the participation of multiple subjects in digital government governance based on the actual situation of China’s digital government governance,including: Promote the construction of platform,improve the legal system of data security,enhance the digital competence of civil servants to strengthen the construction of government governance capacity,consolidate the basic conditions of multiple governance;Innovate the mode of government-enterprise cooperation,enhance enterprises’ sense of social responsibility to improve the mechanism of government-enterprise cooperation,enhance the efficiency of digital services;Clarified the role of social organizations to give a better play to their governance role;Expand citizen participation channels,improve citizen participation awareness,and cultivate citizen digital skills to enhance the willingness and ability of citizen participation,make sure that the fruits of government reform are shared by all.
