Performance evaluation,as a management method to improve administrative efficiency and stimulate enthusiasm of cadres and workers for governments,has always been a major and difficult issue for governments and academia around the world.It depends on both the major premise of the state's incentive policy for public officials and the impact of socio-economic development level,performance assessment methods,political awareness and ability and quality.Since the 18 th National Congress of the CPC,the Central Committee stated that we must speed up the pace of institutional reforms and improve government efficiency.Especially the 19 th National Congress of the CPC,the construction of government efficiency has been raised to an unprecedented height.On the reform of the party and state institutions deeply,since the Third Plenary Session of the 19 th CPC,it is necessary to enforce the government performance management responsibility system strictly,conduct a daily work evaluation,and establish and improve the reward and punishment mechanism for public officials.This article aims to take the Ziliujing district as an example,through the discussion on the weakening of government departments' performance appraisal incentives,to optimize the performance appraisal methods further,improve the incentive effect of performance continuously,and build a more efficient service-oriented government.The performance evaluation of government departments in Ziliujing District started late,and there are many problems to be solved,especially the shortage of how to make better use of the incentives of performance evaluation.The paper adopts various methods such as questionnaire surveys and interview surveys,and performance appraisal in Ziliujing District from various aspects such as performance culture atmosphere,performance compensation,performance evaluation indicators,process supervision,participants,evaluation methods,and application of results Systematic research.Based on the analysis of domestic and foreign practical results,this paper researches the current situation and problems,and also proposes new ideas and countermeasures to improve the incentives of performance evaluation.
