As one of the effective ways, tools and also theories of scientific management, performance management plays an important role in improving organizational as well as individual performance, also optimizing management and business processes, last but not least promoting the organization to achieve strategic objectives, conforming to the trend of the era of when economy develops rapidly. The concept of performance management is gradually introduced from enterprise management to executive management in the past times, from the 1980s,China started to learn from the western world on the basis of performance management, gradually implementing pilot project in parts of China on performance management. At present, many places have already actively explored government performance management, and have achieved remarkable results, such as Hangzhou in Zhejiang Province, Zhongshan in Guangdong Province. Zhaotong, started up the government performance management onwards the municipal government departments, has developed a software on government performance evaluation, drawn up an assessment index system, established appropriate ways on performance management assessment. After seven years of exploration and practice, Zhaotong has initially formed a management system, in which the computer evaluation system acts as a platform, indicator system acts as the core, process management acts as a key point, year-end assessment acts as the basis, the application of the result as the guarantee, and the system has been playing an important role in promoting Zhaotong municipal governments to change their work style, improving efficiency and services, and promoting the implementation of the municipal government center.The research studies this case of Zhaotong on government performance management. Firstly there is a literature review on performance management in the beginning of this research to illustrate the feasibility and importance to execute performance management among municipal government departments. On the basis of the theories of performance management, the research analyzes the government performance management of Zhaotong as an example, finds out the existing problems and the reason why. Referring to theories and the guidance of other successful models in the country, the research also offers some advice and solutions to improve the government performance management of Zhaotong. By method of studying the Zhaotong case in this research, improvements can be achieved on government performance management of Zhaotong, while experience can be drawn to provide advices on similar cases among other local governments in China.
