Focusing on mobilizing the initiative of cadre officers,Xi Jinping,general secretary of the CPC,put forward the major requirement of "three distinctions".It is urgent to establish a clear direction of "encouraging incentives,fault-tolerant and correcting errors,Leading cadres can go up and down",and mobilizing the enthusiasm of cadres to forge ahead and make progress.Using the theories of human resource management and public sector performance management,and using the methods of literature research,case study and investigation,this paper creatively takes Changzhou high tech Zone(New North Zone)as the research perspective,and discusses the problems existing in the application of the three mechanisms of "encouraging encouragement,fault tolerance and correction,and being able to go up and down",There are many problems,such as the lack of comprehensive and perfect assessment system,unclear assessment standards and policy bottom line,insufficient social environment support,and imperfect supporting mechanism.The paper puts forward some countermeasures,such as making good use of assessment "baton",mastering the dialectical relationship between fault tolerance and error correction,creating a healthy and orderly implementation environment,forming a practical operation mechanism,and improving scientific and reasonable operation procedures.The innovation of this paper is mainly reflected in: first,the topic of this paper is relatively new.By searching the relevant literature,it can be found that there is less organic and unified research on the three mechanisms of "encouraging motivation,fault tolerance and error correction,Leading cadres can go up and down",which is often only one aspect of the research,without considering the overall synergy,and the lack of system on how the three mechanisms work together to encourage cadres to take on responsibilities The study of unity.The second is to combine the three mechanisms of "encouragement and encouragement,fault tolerance and correction,Leading cadres can go up and down" with the theory of public management,and carry out research in combination with the actual work of cadres and personnel,so as to find out some methods to solve these problems.There are 72 references in this paper.
