Since the 1990 s,both the top-level design of the Party Central Committee and the localization practice of local governments have been actively exploring new paths for government performance management adapted to China's national conditions.It can be seen from the requirements of the two important reports of the 18 th and 19 th CPC National Congresses that our country has shifted from promoting implementation to full implementation of government performance management.It indicates a new development direction and approach for performance management.Since 2015,the Guanyun County Party Committee and County Government issued the “2015 Guanyun County Organ Performance Evaluation Measures” at the end of the year.Over the past six years,the Guanyun County Party Committee Editor and the relevant departments have carried out exploration work on organ performance management.Based on the theory of objective management,Aguinis performance management,new public management and service-oriented government,this study uses the research methods of literature research,field investigation and system research,and flexibly applies the government performance management methods such as 4E evaluation method,key performance index method and benchmarking management method to analyze the main practices,characteristics and achievements in Guanyun County,and analyzes the problems and reasons existing in the performance management of the county organs from four aspects,such as weak business ability,unreasonable target setting,inadequate evaluation methods,factors affecting the exertion of employee incentive role to be improved.Learning from the performance management of domestic and foreign institutions On the basis of successful experience,this paper analyzes whether these successful experiences are applicable to Guanyun County to carry out related work,points out the future direction of performance management of Guanyun County organs,and gives relevant suggestions and opinions based on the actual situation.Based on the research results of the original scholars,this article proposes countermeasures to optimize the performance management environment of the institution,and innovatively put forward the view that the party building of the institution is an important part of the cultural construction of the institution's performance management.Example Strengthening the party building of the organization is an effective way to promote the staff of the organization to improve efficiency and achieve better work efficiency.
