Study On The Emergency Management Of H Shiplock

On November 29 th,2019,while hosting the 19 th collective study on China's emergency management system and capacity building at the Political Bureau of the CPC Central Committee,Xi stressed that Emergency Management is an important component of a country's governance system and capacity,and has the important responsibility of preventing and resolving major security risks and responding to various disasters and accidents in a timely manner to undertake the important mission of protecting the lives and property of the people and maintaining social stability.Since the reform and opening-up,China's economy has developed rapidly,and the inland river shipping industry in Grand Canal has also entered a period of high-speed development.At present,the importance and urgency of improving the emergency management of the shiplocks on the Grand Canal has been raised to a new height.In the face of sudden accidents of navigation lock,how to deal with them quickly,jointly and efficiently has become an urgent problem to be solved.The basic purpose of this paper is to improve the emergency management level and ability of H Shiplock.On the basis of combing the relevant concepts of emergency management and public crisis management theories,this paper mainly analyzes the current situation and existing problems of emergency management of three kinds of major emergencies,including H Shiplock channel blocking,ship collision and improper operation.Then,it analyzes the main reasons of the problems,which are,the low comprehensive quality of managers of H Shiplock emergency management,the imperfect emergency management measures and the insufficient emergency management guarantee ability.Therefore,in order to improve the emergency management of H Shiplock,this paper puts forward three strategies,which are,to improve the comprehensive quality of emergency management personnel,to improve emergency management measures and to strengthen the construction of emergency management guarantee.
