Efforts And Plight:The Police System Of Frontier And The Modernization For State Governance

National governance is an important strategy for contemporary China,and the realization of modernization of national governance is a major era issue which has appeared before Modern China.The police is one of the most important means of governance in modern countries,which is also the core element of modernization of state governance.In the late Qing Dynasty,the police played a vital role in maintaining social order making State power infiltrated to the grassroots established by the Manchu government.The modernization of national governance is a real problem and a historical problem.At this stage,the academic research on the police system and national governance mainly concentrated in the history and politics.However,the police system is used as the research object to explore the practice of the police system in the late Qing Dynasty and analyze the police from the perspective of historical sociology.As a governance technology and method,the police system played a vital role in the last decade of the late Qing Dynasty and the transformation of the country's social structure during the collapse of the traditional Chinese dynasty.There is little discussion in the academic community about the impact and significance of changes in the system.This article believes that the late Qing is a feasible way to study China's national governance modernization which follows the basic trend of the first stage of China's national governance modernization.Therefore,the author analyzes the implementation of the police system at the end of the Qing Dynasty to discuss the specific governance measures taken by the country in the northeast Fengtian area during the period of national crisis and then discusses the transformation of traditional governance methods and the implementation of emerging governance methods.We hope to provide a dialectical perspective for the implementation of the current governance system by the basic direction and multiple tensions of national governance transformation and understanding the efforts and dilemmas between macro-ideological transformation,institutional structure and micro-social practice.This article suggests that the process of national governance modernization has been carried out in the late Qing Dynasty,but the actual efficacy or effectiveness of the national social governance path is not ideal.First,it has not jumped out of thegovernance model under the traditional framework,so the governance measures carried out are not perfect.Second,it is not thorough to carry out system reform on the basis of no economic material accumulation.However,it is of great significance and impact that the implementation of the police system at the end of the Qing Dynasty to the transformation of the times and the reconstruction of social order in the course of Chinese society Needs,which appears to be a good historical reference to the grand process of China's transition to modernization.
