Research On The Modernization Of Beijing Police System In China

With the acceleration of the process of globalization,modernization and urbanization,urban security has been paid more and more attention.As China's economic,political and cultural center,the capital of Beijing's security and stability related to the country,the capital stability lead to the country stable.This requires the Beijing police system to adapt to the requirements of modern development,promote public safety management and public safety services innovation,build a modern police system.The police system,as one of the sub-systems of the state governance system,has a direct impact on the modernization of the state governance system and governance capability.Therefore,this paper introduces the related concepts and theories of national governance system and modernization of governance system into the research on the Modernization of Beijing police system and take the modernization of national governance system as the research framework to demonstrate the impact of the modernization of the state governance system on the modernization of the Beijing police system.And to think about the path choice of the Beijing police system in the new era under the background of constructing the "world safe city".First of all,this paper analyzes the modernization of the state governance system,and demonstrates the applicability of the modernization of the Beijing police system with the modernization of the state governance system from two aspects:the adaptability between the modernization of the state governance system and the modernization of the Beijing police system,the guiding significance of the modernization of national governance system to the construction of Beijing policing system.Secondly,accounting the new China Beijing Public Security Bureau set up as a starting point to the Third Plenary Session of the Eleventh Central Committee of the Party,the Beijing Olympic Games,the security city as the dividing point,this paper divides the Beijing police system into four stages of development,and analyzes its evolution on this basis,summed up the Beijing police system modernization achievements,experience and change motivation.Furthermore,based on the new requirements of modernization,it puts forward the new challenges of the Beijing police system.Finally,Supported by national governance system modernization theory,this paper put forward four proposals on further strengthening the Beijing police system innovation: the concept of innovation,mainly includes the idea of the people's livelihood,political security,concept of law,diversified participation concept;System of rules,mainly includes legalization of police,the construction of police normalization,basic science and technology information;operational mechanism innovation,mainly includes police informationization,the socialization of police,police decision-making scientific and cooperative,Police supervising security institutionalization.Through the above theoretical innovation,I sincerely hoped that this paper can provide some useful reference for the Beijing policing modernization,and maximize their benefits.
