Business Process Optimization Of Guanxian Public Security Bureau Household Registration Management

The modern society is constantly moving forward and making progress,and its corresponding management mode is constantly iterating.The original concept has been unable to keep pace with the pace of modernization.The people put forward higher expectations and requirements for social management and services,including public security household registration management.In the course of the central government's Comprehensive deepening Reform and the conversion of old and new kinetic energy in Shandong province,the original concepts,models,and methods of the household registration management business process have not been able to adapt to the development of society.Therefore,it is important to optimize the household registration management business process,to simplify the procedures,to improve work efficiency,and to create service-oriented government departments.As the county's household registration management section,Guanxian County Public Security Bureau's household registration management department is responsible for the whole county's household registration business,including identity card business,floating population management,key population management,inquiry certification business management and files management.Since the the decentralized service reform implemented throughout the country,Guanxian County Public Security Bureau's household registration management department has begun to reform its own business processes.It has introduced a series of measures to serve its people and has made some achievements.However,there are still some problems restricting further reformation.What's more,the masses still have a sense of procrastination,tediousness and rigidity in the process of business development.In this context,author of this thesis summarizes the business process optimization theory,government process reengineering theory and household registration management theory in the first chapter.Then takes Guanxian County Public Security Bureau's household registrationmanagement as the research object,analyzes the current status and existing problems of the household registration management business process by using questionnaire survey methods,literature research methods,and comparative analysis Method,quantitative analysis method,Delphi method,ESIA analysis method.Thus the author screens out key business processes which are needed to be optimized,and puts forward optimization schemes and safeguard measures for the household registration management business process.In the final chapter,the author summarizes the business process optimization of Guanxian County Public Security Bureau's household registration management and makes a prospect of the next step of continuous optimization.The thesis provides a reference for the optimization of household registration management for the future,which will produce practical value in a certain extent.
