Process Optimization Research On Construction Project Modular Approval Of W City Based On ESIA Method

Construction project is an important engine to promote economic and social development,which covers broad areas and a large number of enterprises,usually involving buildings such as public facilities,housing construction and transportation construction.Construction project is directly related with national macroeconomic regulation and control,and people’s production and living,therefore the administrative examination and approval is set up as a precondition of construction links.It has been widely criticized for dozens of involved departments,tedious declaration formalities and wasted time of administrative examination and approval in the field of construction project,which restricts progress of project setting,land use,plan,execution and completion.Construction project approval process reengineering and optimization has gradually become the focus and difficulty.Though BPR has risen for a long time in foreign countries,it is still lack of process optimization research in the field of construction project administrative examination and approval,especially lack of theories of management combined with local practices.W city has taken the lead in construction project modular approval process reengineering,which has certain representative significance.The process has certain advantage,but the implementation effect is not obvious at present.This paper analyzes the current process situation by reviewing the process reengineering procedure,combing the modular approval process and describing the approval system operation mode,combined with the practice of W city.The existing problems are concluded by information consultation and questionnaire survey,while the reasons of problems by group discussion,fishbone diagram analysis and benchmarking.It is found that the defect of process disperses itself in the implementation level.The root is found by applying the idea of management,which reveals the lack of human resource management,the deep-rooted hierarchy management model,the vague orientation of service object demand and the lack of follow-up management.Therefore,the emphasis is supposed to be set on promoting the level of process management based on process optimization.ESIA method is applied for optimizing process links and process services in this paper creatively,which means "Eliminate,Simplify,Integrate,and Automate".A set of process management system is established based on six elements of process.It is confirmed feasible for the optimization design through feasibility analysis,with potential problems identified and supporting measure formulated.All the efforts are expected to provide reference for process optimization of construction project modular approval.
