Grassroots civil servants occupy a large proportion in our civil servants,is an important force in the civil servants.Grassroots civil servants are the implementers of various laws,regulations and policies of the Party and the country.They are directly facing the people.Their professional ability,comprehensive quality and service consciousness directly affect their performance of public management responsibilities entrusted by the state,and directly affect the people's evaluation and satisfaction with the government and its functional departments.At present,grassroots civil servants in Jilin province are generally faced with problems such as increased workload and people's strong willingness to complain about their rights and interests.As a result,some grassroots civil servants lack sufficient enthusiasm and work with low efficiency.Therefore,how to consummate the incentive mechanism of civil servants at the grass-roots level,inspire their enthusiasm service,make it really sets up the service concept,able to work actively,creative,so that the power used for the people,the sentiment for the people,the plans for the people,has become a current our country public management need to focus on the problem.Taking Da 'an City,Jilin Province as the object of study,this paper discusses the current situation of the incentive mechanism of grassroots civil servants in Da 'an city through literature analysis,questionnaire survey,discussion and other methods.The research shows that the incentive mechanism of grassroots civil servants in Da 'an city still has some problems,such as imperfect incentive system and unscientific incentive method to some extent,which leads to the ineffective incentive effect.To this end,the author puts forward a series of measures to improve the incentive mechanism of grassroots civil servants,by realizing the unity of "resources" and "humanity",promoting the unity of government goals and personal values,and improving the satisfaction of grassroots civil servants to change the incentive concept;Improve the incentive system by enhancing the rationality of the salary system,establishing an objective and fair assessment system,improving the actual effect of the training system,and exploring a fair and reliable promotion system.Through the combination of material incentive and spiritual incentive,positive incentive and negative incentive to combine to enrich the incentive means.It is hoped that these measures can provide some references for improving the incentive mechanism of grassroots civil servants in Jilin Province.
