The society into the depth of the era of transition, on the one hand, promote economic and social development needs to attract talented people into the civil service team, efficient completion of the functions of the government; on the other hand strictly, strict management of cadres into the new normal, how to maintain the stability of the civil servants, inspire and encourage civil servants working enthusiasm and morale has become a major issue.With the steady progress of the market economy, the quality of civil servants have been behind the development pace, different kinds of social problems accumulate; and the existing civil service incentive mechanism ignored the individual differences of different levels of the civil service, only from the promotion, assessment, salary and welfare and give a general overview, lack of response to social change the self perfection and self correction function, leads to the effect of the incentive mechanism of civil servant of our country play has not been ideal. In order to fully mobilize the enthusiasm of the civil service, especially to mobilize the enthusiasm of grass-roots civil servants., specifically for this group research how to improve the incentive mechanism, to improve the status of our country's incentives will have a certain foundation and practical significance. Therefore, this paper takes the civil servants in Fuling District, Chongqing City incentive mechanism research perspective, through the analysis of the current situation, to carry out questionnaire survey, with the incentive model to analyze the problems in the incentive mechanism of the civil servant, the cultural environment, the process of supervision, civil servant self motivation, job promotion, salary, performance evaluation, reward and punishment, vocational training and other eight mechanism construction puts forward the countermeasures and suggestions to improve the incentive mechanism of civil servant of the region.The main body of the thesis is divided into six parts. The first part is the introduction, including the research background significance, introduces the research on motivation of civil servants in China and abroad, research methods, research hypotheses and design research, innovation and research difficulties, thus establishing the basic direction of the preliminary research on Incentive of civil servants; the second part of the core concepts and basic theory, mainly on incentive, incentive the mechanism, economic man hypothesis, expectancy theory, equity theory briefly; the third part is the analysis of the status quo of Chongqing District of Fuling City, the civil service incentive mechanism, including the area of civil servants, under the influence of the traditional culture in the area of civil servants incentive characteristics, incentive mechanism of civil servant's evolution and achievements; analysis of problems and causes in fourth parts Fuling District of Chongqing City, the civil service incentive mechanism, mainly through the survey of the region to carry out.
