Study On The Development Path Of Aging Service Organizations From The Perspective Of Policy Network

With the acceleration of China's aging process,the demand of elderly in life care,rehabilitation nursing,health care,spiritual and cultural continuously emerging.Which should be attached great importance to cope with the aging society such as how to establish aging public policy to promote better aging public services,so as to meet the special needs of elderly.Policy network is one of the main research paradigm of public policy on aging.From the perspective of policy network,the government must consult and cooperate with enterprises,social organizations,communities,citizens and other actors to improve the quantity and quality of aging public services.The aging service organizations,which participate in the direct provision of aging public services,is accompanied by the aging process and the aging public policy background in China.The continuous improvement of development path of aging service organizations can effectively cope with the current aging dilemma and meet the diversified and multi-layered needs of aging public services in China.The policy network includes multiple network actors,shared network policy beliefs,well-ordered network structure,and sustained and stable network interaction,which provides an analytical perspective and improvement idea for the differentiated subject,value idea,resource game,dynamic evolution and path optimization of the development of aging service organization.It is found that the development of social organizations in China is influenced by the government's supportive investment,community social capital accumulation,and the ability and self-sufficiency of social organizations itself,thus gradually formed two initial development paths,which include the government-led administrative impetus path and the social-led endogenous development path.Due to the lack of autonomy and legitimacy,value deviation,resource defects and other problems,the development of aging service organization dominated by a single force is not sufficient and perfect.Practice has proved that only by strengthening the coupling of government and social forces,promoting the collaborative construction between government and society,and achieving the coordination and balance of two-way resources in the development of aging service organizations,can realize the best condition of aging public service provision.Therefore,this paper discusses the core issue of "development path of aging service organizations" based on the framework of policy network analysis.Respectively analyzes the differentiated subjects of aging service organizations fromthe perspective of network actors,and expounds the resource endowment of different actors and the initial development path of aging service organizations formed under the influence of different actors;Analyzes the value idea of aging service organizations from the perspective of network policy belief,and studies the core value of the development of aging service organizations and the value deviation of aging service organizations in different initial paths;Analyzes the resource game in the development of aging service organizations from the perspective of network structure,reveals the resource defects of different network actors in the development of aging service organizations,and then presents the realistic path of the development of aging service organizations through two cases which show the resource exchange,and resource complementarity in the game;And finally,from the perspective of network interaction,puts forward the direction and suggestions for the dynamic evolution and path optimization of aging service organizations.
