Administrative law enforcement is an important way for the government to perform its functions,and it is also the key link of governing the country by law.With the continuous development of urbanization and the increasing management of comprehensive management in China,comprehensive law enforcement of urban management has become an important link in the field of urban management in China,maintaining the orderly operation of social functions.Its main purpose is to transfer the administrative law enforcement powers that have been divided into multiple departments to the unified management of urban management,so as to solve the problems of multiple law enforcement and overlapping of powers arising from the previous divisions and power decentralization among various departments,which can improve the effectiveness of administrative law enforcement.Judging from the progress of the comprehensive law enforcement reform of urban management at the present stage,however,with the continuous concentration of law enforcement rights,the cross-functional relationship between the urban management integrated law enforcement department and other government departments has become more serious,and the coordination and cooperation between them has become more and more compact.Some synergies such as the convergence of rights,coordination between departments,and communication channels have affected the effectiveness of the reform.This paper based on the practices of Pudong New Area of Shanghai.As a case study of reform and development in Shanghai even China.The reform of urban management comprehensive law enforcement also has its representativeness.In order to effectively overcome the above problems and optimize the comprehensive law enforcement work of urban management,the government has built a collaborative network of urban management and law enforcement based on various aspects of experience.Through the inter-departmental work collaboration network that builds functional aggregation,process optimization,business collaboration,information sharing,and rule of law operations,it promotes resource sharing among various government departments and enhances administrative enforcement and governance capabilities.Based on the overall government theory,this paper deeply analyzes and studies the construction and operation of the collaborative network of urban management and law enforcement in Pudong New Area.Collaborative networks have achieved positive results in optimizing law enforcement processes,deepening the coordination and interaction between organizational networks,and sharing information resources.However,it is undeniable that there are still many aspects that can be further improved in the collaborative network.For example,the coverage of management is incomplete,joint operations cannot be carried out,the degree of sharing of basic data is inconsistent,the synergy of joint rewards and punishments is insufficient,and the participation of various departments is different.Through the study of the reasons,this paper puts forward five countermeasures to improve the collaborative network of urban management and law enforcement: coordinate the needs of all parties and support the rule of law,integrate the communication channels between departments,establish a performance appraisal system for collaborative networks,improve the shared information platform and establish an effective synergy joint reward and punishment system.It is hoped that these countermeasures can improve the efficiency of government supervision and have certain theoretical and practical significance for the reform of the administrative law enforcement system in Shanghai and even the whole of China.
