Research On The Construction Of Police Cooperation Mechanism For Resource Sharing Under The Coordinated Development Of Beijing, Tianjin And Hebei

After more than a decade of accumulation and precipitation,the coordinated development strategy of the Beijing-Tianjin-Hebei region has been upgraded from a regional development strategy to a major national strategy.The pace of development has gradually increased,the speed has accelerated,and the results have become more abundant.However,because of the influence of institutions,concepts,and interests,the public security organs in Beijing,Tianjin,and Hebei still have certain problems in dealing with cross-regional policing.In particular,the resource sharing rate is low,and the co-building and sharing integrated resource platform system of police in the three regions has not yet formed.Exploring and constructing the Beijing-Tianjin-Hebei police cooperation mechanism for resource sharing can give full play to the superiority of the police resources in the three regions,achieve group prevention and group management,as well as accurate and efficient crackdowns on cross-regional crimes,at the same time,we will also be able to increase our control over the social aspects and the efficient management of floating population.Therefore,it is necessary to conduct research from the perspective of resource sharing.Specifically,the research content of this article mainly covers the following aspects:First,through analysis of the background and domestic and foreign research status,it is pointed out that the current cooperation of Beijing-Tianjin-Hebei police cooperation is not only conforms to the indispensable requirements of the country's coordinated development strategy,but also adapts to the new social security needs under the new situation,and solves the internal development problems;Second,by drawing on frontier theories of regional governance theory,coordination theory,big data theory,and sharing theory,it is proposed that the partners who building policing cooperation mechanism for resource sharing under the coordinated development framework of Beijing,Tianjin,and Hebei should be pluralism,and each subject should make full use of advanced technologies,such as big data and so on,produce synergy effects within the subsystems,deepening the content of cooperation,and promoting the accelerated transformation of the cooperation results;The third is to use the methods of literature research,historical analysis and field investigation to analyze the advantages and challenges of building the Beijing-Tianjin-Hebei police cooperation mechanism for resource sharing,it have policy,geography,and resource advantages,as well as the problems of ideal and systems need to be solved;The fourth is to propose the framework of the Beijing-Tianjin-Hebei police cooperation mechanism,and hopes to ensure its successful implementation through the effective incentive mechanism,a normalized organizational coordination mechanism and a powerful safeguard mechanism.In short,this paper attempts to draws lessons from the experience of domestic and foreign advanced policing cooperation and started around the status quo of Beijing-Tianjin-Hebei policing cooperation and the advantages and challenges of its development in the context of the policy of the Beijing-Tianjin-Hebei coordinated development.So that we can provide scientific theoretical guidance and path planning for the current policing development of Beijing,Tianjin,and Hebei.
